    Mayor Parker changed things up for this year’s July 4th concert — and it’s costing Philly’s taxpayers millions more

    With the eyes of the nation on Philadelphia for America’s 250th birthday, Mayor Cherelle L. Parker’s administration this year took over management of the city’s free July Fourth concert, which for years was produced by a nonprofit established by the city: Welcome America.

    The mayor instead hired ESM Productions, a for-profit company, to put on the annual show featuring musical acts and fireworks over the Ben Franklin Parkway, and she changed the name from Wawa Welcome America to the “One Philly: Unity Concert for America” — a version of Parker’s well-known slogan, “One Philly: A United City.”

    Another change: It will cost taxpayers far more than in the past.

    The city is due to pay ESM Productions about $15.5 million for the show, which will be headlined by Christina Aguilera, Jill Scott, and The Roots, and feature rapper Meek Mill, according to a copy of the city’s contract paperwork with ESM, obtained by The Inquirer. The city in March signed a $10 million contract with the Philadelphia-based company, as well as a $5.5 million contract amendment.

    By comparison, Welcome America’s budget for all of 2024 — including that year’s July Fourth concert, the numerous other events it manages in the build-up to the concert, and the salaries of its staff — was about $6.6 million, only about $5.3 million of which came from government grants, according to the group’s most recent federal nonprofit disclosure.

    Welcome America, which is a public-private partnership with the mayor serving as a board member, receives city and state funding, as well as a corporate sponsorship. The organization has been involved in Philly’s July Fourth celebrations since 1993.

    Last year’s iteration of the Wawa Welcome America concert cost the organization about $3 million, according to a person with knowledge of the situation who spoke on the condition of anonymity because they were not permitted to disclose that information.

    The Philly taxpayer money paid to the concert’s producers does not cover additional expenses borne by the city, such as pay for police officers and sanitation workers staffing the event.

    Parker’s office declined a request from The Inquirer for a copy of the contract or information on the cost of this year’s concert. Chief Deputy Mayor Vanessa Garrett Harley said in an interview that the administration would publicly disclose the costs and economic benefits of the concert after it was over.

    “At a later time, we could certainly be doing a full accounting, as we’re not trying to hide anything and always want to be transparent,” Garrett Harley said.

    Following the interview with Garrett Harley, The Inquirer later obtained the contract, and the mayor’s office on Tuesday did not respond to follow-up questions about the cost of the concert.

    ESM’s original $10 million contract with the city included a breakdown of costs, ranging from $5,000 for “furniture” to nearly $3.4 million for “talent.” It also included $1.2 million for “ESM Productions Fees” and $1 million for “Above the line Producer’s Unit.”

    The contract amendment for $5.5 million, signed June 26, did not include details on costs.

    A spokesperson for ESM declined to comment.

    Founded in 1996 by Scott Mirkin and Jenny Woo, ESM has previously produced numerous high-profile events on the Parkway, including the 2015 papal visit and Jay-Z’s Made in America concert.

    David L. Cohen, a Philly political powerbroker and former U.S. ambassador to Canada, said he has hired ESM to produce events going back to when he was chief of staff for then-Mayor Ed Rendell in the 1990s.

    “They’re incredibly competent; they’re incredibly good; they do an excellent job,” he said. “I really do think they’re the best event producers in Philadelphia.”

    In paperwork submitted to the city, ESM said it “has a long standing relationship” with Cohen and pointed to events he hired the company to produce at the U.S. embassy in Ottawa, Canada, as examples of its past work.

    Cohen, who is close to Parker and is working with the mayor to lure the Democratic National Convention back to Philly, said he had “nothing to do with their hiring.”

    Michael DelBene, president and CEO of Welcome America, said that, despite no longer being the producer for the concert, his organization is still managing more than a dozen Semiquincentennial-related events in partnership with the city. The events kicked off on Juneteenth and will run through the Fourth.

    “The celebrations that happen in the city are the implementation of the mayor’s vision, and if she chooses a team to implement that vision, that’s great, and we all support that person and that team,” DelBene said in an interview. “We’re all going to row in the same direction to make sure the city shines.”

    ‘Any and everybody can participate’

    By the time Parker took office in January 2024, Philadelphia was already behind in planning the celebration for America’s Semiquincentennial.

    Drama and infighting had plagued a series of nonprofit efforts and federal commissions meant to coordinate the festivities. And the COVID-19 pandemic pushed party-planning way down the priority list for the city and for state leaders who could have previously led the charge, former Mayor Jim Kenney and former Gov. Tom Wolf.

    Those delays likely squandered any opportunities for a monumental building project, such as the Please Touch Museum building, which was constructed for the 1876 Centennial Exposition, or the Ben Franklin Bridge, which opened for America’s 150th birthday in 1926. They may have also cost Philly the chance for an appearance by a high-profile dignitary, such as when Queen Elizabeth II visited for the 1976 Bicentennial.

    Parker, who campaigned on combating the city’s gun violence crisis and improving basic services, did not at first appear to make the Semiquincentennial a top priority. She dedicated no money to the celebration in her first budget proposal, which was focused on public safety and public cleanliness. And she helped squelch a proposal from former Gov. Ed Rendell to build a monument for the 250th in LOVE Park.

    But the mayor eventually embraced the task in a more public way — following some public prodding from City Councilmember Isaiah Thomas — and the city’s Semiquincentennial celebrations will very much bear her stamp.

    Parker has pledged to spend $120 million this year to mark the occasion, and she has made investing in communities across the city, not just the historic district, a major focus as Philadelphia this summer is also hosting World Cup games and the MLB All-Star Game. Much of that spending will pay for street work and beautification projects in neighborhood commercial corridors, 250th-themed block parties, and extra funding for annual events like the Odunde Festival.

    “We want to make sure that any and everybody can participate in this regardless of your station in life,” Garrett Harley said.

    ‘This is her big concert’

    With the official Independence Day parade — still organized by Welcome America — scheduled for Friday, July 3, there is surprisingly little in the way of official patriotic proceedings taking place on July Fourth itself.

    Parker at 10 a.m. will lead a Philadelphia Freedom Awards ceremony at Independence Mall, honoring seven people, including Cohen and actor and Philadelphia-native Colman Domingo.

    At 5 p.m., the concert will kick off on the Ben Franklin Parkway. Performers include Aguilera, Will Smith, DJ Jazzy Jeff, Jill Scott, The Roots, Meek Mill, and Seal. The city’s official fireworks show will begin at the show’s conclusion, around 11:30 p.m.

    Parker has several times compared this year’s show to Live Aid, the 1985 benefit concert staged in Philadelphia and London that featured in its 10-hour stateside lineup Bob Dylan, Mick Jagger, Madonna, Phil Collins, the Beach Boys, the Four Tops, Santana, Run-D.M.C., and many other musical A-listers.

    “If you remember Live Aid and you think about the legacy experience we’re trying to create … that’s what we’re trying to do on July the Fourth,” Parker said in March.

    Garrett Harley on Tuesday conceded the concert lineups may not be exactly comparable, but said the mayor was “really talking more about the scope and the magnitude and just the memories.”

    “But to certain kids it’s gonna be bigger than Live Aid, because Christina Aguilera means to them what Stevie Wonder and some of the folks who ran Live Aid meant to others,” Garrett Harley said.

    Garrett Harley disputed the notion that renaming the concert “One Philly: A Unity Concert for America” meant that it now bears Parker’s branding.

    “I don’t know how a ‘Unity Concert for America’ is Parker’s branding because the whole point of this is about unity,” Garrett Harley said. “The branding is really about reminding people that we need to unify, we need to be one America, despite everything that may be going on in the country right now.”

    The mayor frequently concludes speeches by asking crowds to raise their index fingers and say in unison, “One Philly: A United City.” She has also had the slogan printed on city trash trucks and cans, along with her name.

    “Even if it is Parker’s branding, if that’s how people see it, what would Wawa Welcome America be if not branding?” Garrett Harley added.

    Branding or not, Parker’s vision guided the planning for the concert, Garrett Harley said.

    “At the end of the day, this is [Philadelphia’s] 100th mayor,” Garrett Harley said of Parker. “This was her biggest concert, and probably will be the biggest that she will ever do. She’s the first female mayor. She’s the first African American female mayor. This is her big concert.”

    City budget cuts force Mural Arts and Philadelphia Cultural Fund to slash programs

    In past years, the city’s budget process has followed a certain pattern for Mural Arts Philadelphia and other groups.

    The mayor’s proposed budget lists city funding at one level; City Council and others advocate for modifications at a higher level; and the budget goes back to the mayor and is finalized with the higher allocation in place.

    This year was different.

    Philadelphia’s nationally acclaimed program that puts colorful murals in neighborhoods and provides jobs was hoping for a boost in city funding.

    Instead, the budget ultimately agreed to by Mayor Cherelle L. Parker’s administration and City Council cut funding to Mural Arts — from $5.1 million in fiscal year 2026 to $3.7 million in 2027.

    Likewise the Philadelphia Cultural Fund. The group — which awards hundreds of grants to arts groups throughout the neighborhoods — was looking for increased funding in the city’s newly approved $7.1 billion budget for the fiscal year starting July 1.

    But the arts nonprofit, established by the city recently, learned that it will get substantially less — $3.5 million instead of the $5 million it received from the city for the fiscal year now ending.

    As a result, both groups say they will have to make deep cuts to programs.

    Philadelphia’s arts and culture sector had greeted the start of Parker’s term 2½ years ago with optimism for increased funding. Today, it is “alarmed” by the cuts to Mural Arts and the Cultural Fund, said Patricia Wilson Aden, president and CEO of the Greater Philadelphia Cultural Alliance.

    “We always say that your budget tells a story, and I have to say that the cultural community is disappointed and frustrated with the story being told by this FY27 budget,” she said. “Cutting the budget of signature programs like Mural Arts by 26% or decreasing funding to the Philadelphia Cultural Fund, that’s going to have ramifications throughout the city.”

    Parker was not available for comment, a spokesperson said.

    Valerie V. Gay, the city’s chief cultural officer, said it was the city’s view that funding for the two groups had remained flat from 2026 to 2027, since the base allocation stayed the same and it was only the added amount that did not come through — though she allowed that “absolutely I can see how it can be perceived.”

    A ripple effect

    The resulting cuts at both groups promise to be substantial. The Cultural Fund will be forced to reduce the number of grants it had been expecting to distribute in the coming year, from 332 to 232. It has changed its eligibility requirements, which will eliminate grants to a pool of midsize organizations currently eligible.

    “It’s going to be a ripple effect. People are going to feel it and communities are going to feel it,” said Philadelphia Cultural Fund executive director Gabriela Sanchez.

    “An investment in the Philadelphia Cultural Fund is more than a budget line item,” Sanchez wrote in a statement distributed by the group. “Funding to PCF represents how the city values neighborhood theaters, cultural centers, museums, arts education programs, festivals, dance companies, community storytelling initiatives, music programs, and cultural traditions that bring Philadelphians together. These spaces are where young people discover their creativity, where seniors find connection, where communities celebrate their heritage, and where residents gather across lines of difference.”

    Mural Arts director Jane Golden declined to comment, but an initial assessment from the group obtained by The Inquirer says that “hundreds of residents in at least 15 Philadelphia communities will lose the opportunity to develop public art projects,” and that opportunities for paid work, job training, and mentorship through the Mural Arts Restorative Justice program will be reduced by 25%.

    Mural Arts will also have to cut by 75% its program of restoring and preserving the city’s murals, “putting at risk community landmarks that took years and significant public investment to create,” the impact statement reads.

    Of the program reductions at both groups, Gay said: “I am always sad that any cuts are made or that any organizations are unable to do the work they thought they were going to be able to do. That’s always a sad time for us, and I’m looking forward to when we are a fully funded sector.”

    A city spokesperson was unable to provide a full list of groups that in past years had received higher allocations after advocacy from City Council and others, but this year did not.

    What’s behind the cuts

    Aden says arts and culture has seen some significant recent “wins” from city government. Among them is the advancement of a referendum that, if approved by the mayor and then by voters this fall, would enshrine the city’s office of arts and culture, called Creative Philadelphia, in the City Charter.

    The city has approved $500,000 a year to develop and implement a cultural plan for Philadelphia that would document financial needs and could identify potential pathways to establishing funding.

    Sometimes the city’s support is for regular operations, and other times it is for specific capital projects. In an unusually large commitment, the city has pledged $50 million to the African American Museum in Philadelphia for its relocation to the Benjamin Franklin Parkway.

    The city is providing nearly $32.5 million to arts and culture in FY27, according to a list provided by Parker’s office. While that total includes small items that might seem mundane — paying utility bills at various facilities, for instance — it also shows multimillion-dollar allocations to the Philadelphia Museum of Art, Dell Music Center, and Philadelphia Zoo.

    But the arts and culture sector often finds itself fighting for adequate funding in the annual budget process. Arts leaders and others say it has been standard practice in recent memory that funding is listed at one level in the mayor’s proposed budget and after City Council testimony in budget hearings ends up being higher.

    This year, the mayor “could have funded [the arts] at a higher amount,” as she did last year, but did not do so, Councilmember Rue Landau said.

    The cuts came after a budget that passed without a series of tax increases proposed by Parker, including a $1 tax on rideshare services, after failing to win support from City Council. After Council signaled it would reject Parker’s tax proposals, the administration would not agree to any last-minute line items for new funding requests from lawmakers.

    Councilmember Isaiah Thomas, a consistent arts supporter who, like Landau, is an ex-officio Mural Arts board member, said that with the lack of new tax revenue and the city’s extra allocation of $48 million to cover the Philadelphia School District’s budget shortfall, the funding pie for other allocations got smaller.

    “This budget year, a lot of attention and advocacy went toward schools,” Thomas said. The funding cuts to Mural Arts and the Cultural Fund were “extremely unfortunate,” he said, “and I wish we could have done something different.”

    The need for ‘predictable, stable, reliable’ funding for the arts

    While the city’s budget is now final, there is another potential window of opportunity for funding through a midyear budget transfer process in which the city might see expenditures in certain areas coming in lower than expected, and then transfer money from those categories to other areas.

    Asked whether funds might be restored through a budget transfer to Mural Arts or the Cultural Fund, Gay said:

    “I think anything is on the table, but I also think nothing is guaranteed.”

    Any restoration of funds would happen after arts groups have already put cuts in place, and this kind of unpredictability “makes planning by these organizations very, very difficult,” Aden said.

    “The practice of underfunding the arts and having Council and other entities have to go on an advocacy campaign to increase funding is illogical,” Landau said. “It is clear as day that we should be supporting the arts with additional funding every single year, so we don’t have to go through this and it won’t ever be a question mark for them.”

    What is really needed, Aden said, is a dedicated arts fund in Philadelphia and the region.

    “We’ve seen other regions benefit from this predictable, stable, reliable funding. And instead, here in Philadelphia, each year we have this conversation about increases and decreases and their impact. We are sometimes left to the will and whim of elected officials, and we would like to take the creative economy out of the political realm and put it solidly within our larger civic interest, so that it is stable and has the investment that is required to reach its full potential.”

    ‘Unattainable’: POWER Interfaith calls on City Hall to address affordability crisis. But Philly doesn’t have many good options.

    Philadelphians are facing a growing affordability crisis, and City Hall needs to act quickly to counter the impact of funding reductions from the federal and state governments, leaders of the progressive group POWER Interfaith said Monday.

    “Living comfortably in our city is becoming unattainable,” the Rev. Cean R. James, senior pastor of the Salt + Light Church, said at the gathering at Arch Street United Methodist Church. “The mayor’s recent budget does focus on economic mobility, and that is noble. But it does not go far enough. It’s not sustainable.”

    POWER, an influential coalition that includes more than 50 congregations in the city, on Monday released a report based on interviews with 750 city residents at church meetings, neighborhood gatherings, and other events. The informal survey found:

    • About two-thirds of respondents had to forego another bill to pay mortgage or rent, and 80% struggled to afford property taxes.
    • A majority of congregations surveyed have seen the number of unhoused members in their congregations increase.
    • Ninety percent of respondents said the city hasn’t done enough to “invest in their community’s needs.”

    POWER leaders on Monday called on City Council to hold a hearing on affordability. But the report did not include policy prescriptions for addressing the crisis it described, and it’s far from clear what city lawmakers or Mayor Cherelle L. Parker can do to make it easier to get by in the city.

    Philadelphia already has a relatively small property tax burden, and the city has some of the strongest protections in the nation for people struggling to stay in their homes.

    Parker last year unveiled her Housing Opportunities Made Easy, or H.O.M.E., initiative, which involves selling $800 million in city bonds to fund programs aimed at making housing more accessible and affordable. Last week, she unveiled a $7 billion proposal for the next city budget with a focus on economic mobility, including investments in workforce development training, internship opportunities, and financial counseling.

    But with little ability to affect the cost of goods and state-imposed restrictions on how it can collect taxes — preventing the city from imposing higher rates on wealthier residents — Philadelphia officials have limited options when it comes to addressing affordability.

    The POWER report acknowledged the predicament.

    “To be very clear: There are no easy answers to these challenges,” the report said. “We must prepare serious and sober projections about the impacts of the impending revenue losses we face, and then we must develop a menu of policy options to soften those impacts and mitigate harm to residents. And we must ensure that any actions we take do not make the current cost-of-living crisis even worse.”

    The city’s limited options on addressing affordability won’t stop it from being a major topic during this spring’s budget negotiations. Affordability has recently become a political buzzword, and Democrats are hoping to win back Congress in November in part by blaming rising costs on President Donald Trump’s administration.

    This year, thousands of Pennsylvanians are abandoning the state’s Affordable Care Act insurance exchange after congressional Republicans declined to renew expanded healthcare subsidies. Trump’s efforts to increase tariffs and the war with Iran threaten to increase inflation nationwide. SEPTA last year increased fares and is still facing a fiscal crisis due, in part, to objections by GOP lawmakers in Harrisburg.

    It’s unlikely the city could meaningfully address any of those losses without significantly increasing taxes, which would in turn make Philadelphia less affordable. And hiking any of the city’s three major sources of local revenue — the wage, property, and business taxes — all come with significant downsides or political roadblocks.

    Increasing the wage levy alone would make the city’s tax structure more regressive, meaning a greater share of the overall tax burden would be paid by poorer workers.

    Increasing the real estate tax rate could make the tax structure more progressive, because property owners tend to be wealthier than the average resident. But POWER and other left-leaning groups generally oppose that option due to concerns about displacing low-income homeowners.

    And when it comes to the business income and receipts tax, or BIRT, City Hall has recently been moving in the opposite direction of POWER’s goals. Council last year approved a proposal championed by Parker and Council President Kenyatta Johnson that will provide annual cuts to the BIRT rate over the next 12 years.

    POWER leaders have called on lawmakers to pause those reductions or even increase the tax. But the political headwinds they face in City Hall were evident at Monday’s news conference. Two of three Council members in attendance voted for the business tax cuts last year: Democrats Jamie Gauthier of West Philadelphia, and Isaiah Thomas, who represents the city at-large.

    “It’s very difficult, as we discussed in the past, for local government to be able to step up and address some of these concerns,” Thomas said at the event. “There’s not much we can do as it relates to the catastrophe that we’re seeing around healthcare. There’s not much we can do as it relates to all the tariffs and the cost of living that’s going up significantly. But there are things that we can do, that we control.”

    He pointed to efforts by Councilmember Nicolas O’Rourke to preserve a program that provides free SEPTA fares for low-income Philadelphians and to Gauthier’s advocacy to direct more housing money to the city’s poorest residents.

    The Rev. Carolyn C. Cavaness, pastor of Mother Bethel AME, said she understands that lawmakers have to deal with complicated political dynamics. But she said she hopes that POWER’s focus on the affordability crisis will reset the conversation.

    “I always think about context. … Sometimes we’re in tight spaces,” Cavaness said at the POWER event. “I think also conditions then were much different than what they are now. … We’re really back to ground zero.”

    Superintendent Tony B. Watlington Sr. said he heard the public outcry over his recommendations to close 20 schools.

    The Philadelphia School District leader fine-tuned his facilities plan last week, dropping the closure list down to 18 schools — and changing recommendations for Paul Robeson High School and Lankenau High School.

    Both schools would still close under the plan, which is now in the school board’s hands. Instead of merging into large neighborhood high schools, however, the small, selective-admission schools would be absorbed by magnets.

    Watlington said the tweaks would still allow the district to bring more high-quality academic and extracurricular opportunities into neighborhood schools while acknowledging the need to manage limited resources.

    But students, staff, parents — and some powerful allies at both schools — say Watlington’s counter-proposal isn’t enough. Both communities are still fighting.

    Under the revised plan, Lankenau would merge with Saul, not Roxborough, and Robeson would merge into Motivation, not Sayre.

    State Rep. Morgan Cephas (D., Phila.) recently visited the Philadelphia Flower Show, where she and other officials marveled at Lankenau students’ exhibit, which examines abundance, roots, and connections through culturally important plants. The display won a gold medal and the prestigious Alfred M. Campbell Memorial Trophy.

    The dichotomy struck Cephas, she said. Lankenau students “are at the Flower Show, and [the district] is trying to close the school?”

    On Wednesday, students, parents, lawmakers, and Philadelphia Federation of Teachers officials gathered at Lankenau to drum up support for Gov. Josh Shapiro’s budget proposal. But really, it was another save-our-school rally.

    A ‘prime example of a successful school’

    Lankenau “is a prime example of a successful school,” said Messiah Stokes, an 11th grader at the Upper Roxborough school. The school has a 100% graduation rate, and is Pennsylvania’s only three-year agriculture, food, and natural resources career and technical education program.

    The school itself sits on 17 acres, which district officials have proposed giving to the city — though a 1970s legal agreement could foil that plan. Lankenau is also adjacent to 400 more wooded acres via the Schuylkill Center for Environmental Education. The environmental center shares its land and its opportunities with students, who hold bird-watching clubs on breaks and hold classes outside when weather permits, and have abundant internship opportunities.

    “My school is a prime example of a successful school,” said Stokes.

    Watlington has said that Saul — the city’s agricultural magnet on a working farm on Henry Avenue — has a mission that’s closely aligned with Lankenau’s, but supporters say Lankenau’s success is closely tied with its wooded campus, its streams, and its ecosystems.

    Councilmember Isaiah Thomas, chair of City Council’s education committee, is incredulous that the district is attempting to close the school, which educates mostly Black students.

    “I wonder if Lankenau did everything that it currently does: graduation rate … community involvement, the educators’ participation — I wonder if Lankenau was 98% white, will we be closing Lankenau?” Thomas said.

    Lankenau enrolls 228 students; its enrollment took a hit when the district changed its special-admissions policy. District officials have said that the school system lacks the long-term funding to drive academic improvement while continuing to operate 216 schools that have 70,000 empty seats.

    Still, “small schools are worth the investment,” said Amy Szymanski, a special-education teacher at the school. “Shutting down a school doesn’t just impact one community, it shakes other schools that have to absorb the impact as well.”

    Szymanski urged district officials and decision makers to come up with different plans.

    ‘Culture is not transferable’

    Robeson did everything the district asked it to do and then some, said Elana Evans, a longtime educator at the West Philadelphia school.

    The school was heralded as a model for other Pennsylvania public schools by former Gov. Tom Wolf. It won citywide prizes and sent a student to Harvard University. Its students successfully petitioned district leaders for air-conditioning in their building. And its staff secured donations to have a major cafeteria renovation, though its building is still judged in “poor” condition by district standards.

    “Why can’t Paul Robeson have a new school?” said Evans, who previously taught at University City High, closed by the district in 2013. “Haven’t we proved ourselves, haven’t the kids sacrificed enough? Haven’t they shown what they can do and what they’re willing to do?”

    And though moving to Motivation, in Southwest Philadelphia, may be slightly more palatable for some Robeson parents, for most, it won’t, said Evans.

    “Students would still have to go to 60th Street, traveling a distance,” said Evans. “If those parents wanted them to go to Motivation, they would have picked Motivation.”

    Motivation had initially been on the chopping block as well, but Watlington removed it from the list last week.

    The district has said it wants to preserve the successful Robeson culture, just elsewhere, but Kyana Hopkins, said that won’t work.

    “Culture is not transferable,” Hopkins said. “Make it make sense.”

    Samantha Bromfield, president of Robeson’s Home and School Association, said the district will lose families if Robeson goes away.

    “Understand that a parent like me will send my child back to being homeschooled” if Robeson closes, Bromfield said. “Your choice doesn’t fit my criteria of what I’m looking for my children.”

    Inheritance, and questions

    The Flower Show was abuzz Wednesday, with a crowd hovering around the Lankenau exhibit. “Inheritance” — a verdant wonderland showcasing plants grown from local seeds, set around a weathered wooden table — asked viewers to think of the question, “What tastes like home to you?”

    “It doesn’t make sense to me,” said Amelia Pennycooke, a Lankenau senior, of the proposed closing. “We have so many opportunities at Lank.”

    Lankenau High School’s exhibit, which the school’s eco art class worked on all school year, won a gold medal and the Alfred M. Campbell Memorial Trophy at the Philadelphia Flower Show. “Inheritance” examines the question “what plants taste like home to you?” It was designed and built by Lankenau students.

    Noel Alford, a Lankenau parent, said the school needs to remain open, its land not used for any other purpose. The amendment to Watlington’s plan falls short, she said.

    “Saul is a mistake,” said Alford. “Saul is an agricultural school. They are two different magnet schools.”

    While elected officials have no say in which schools close, Thomas said it’s up to them to keep pressuring the board to rethink some closures, including Lankenau’s.

    “This is a legacy moment for us as elected officials,” said Thomas. No one “wants to add that black mark on their career that says you were the person that was in charge when this injustice took place.”

    Should Philly politicians have to resign to campaign for new seats? Voters will get to weigh in — again | City Council roundup

    For the third time in two decades, Philadelphia voters this May will have the opportunity to weigh in on a city rule requiring local elected officials to step down from their current jobs if they want to seek higher office.

    Voters rejected City Council’s first two attempts to get rid of the resign-to-run rule, which requires a ballot measure because it is part of the city’s Home Rule Charter.

    The latest proposal, which Council approved Thursday in a 15-1 vote, will go before the voters during the May 19 primary election. Councilmember Isaiah Thomas, who authored the measure, is hopeful it will be approved because his proposal is more limited than Council’s previous attempts.

    “Reforming the resign-to-run rule for local elected officials is a critical first step towards ensuring Philadelphians have the best representation possible at all levels of government,” Thomas said in a statement.

    Rather than eliminating the resign-to-run rule, Thomas’ proposal would amend it to allow all elected city officials except the mayor to run for state or federal offices without resigning. (Council members would still have to step down if they wanted to run for mayor, and mayors would still have to resign to seek any other office.)

    What was this week’s highlight?

    Why stop there? Councilmember Jeffery Young Jr. cast the only vote against Thomas’ proposal.

    He said afterward that he believes a measure to alter the resign-to-run rule should be paired with another charter amendment: one that would impose term limits for Council members.

    “I do believe that we should be limited as elected officials,” said Young, a first-term Council member representing North Philadelphia and parts of Center City. “I do think that as a public office, we shouldn’t do these jobs forever.”

    Young’s position echoes that of the Committee of Seventy, Philadelphia’s business-backed good-government group. Committee of Seventy CEO Lauren Cristella told Council last year that pairing a resign-to-run change with term limits would provide “comprehensive, not piecemeal, reform.”

    The group proposed limiting Council members to three four-year terms. Young said he is open to negotiating about what the right number of terms should be.

    What else happened?

    Never read the comments: Is serving on City Council a “real job”?

    Not according to a recent Instagram comment from Young, whose taxpayer-funded salary is about $166,000 per year.

    On Wednesday, Instagram user Alan Fisher criticized the lawmaker in a comment left on an Inquirer video about a controversial zoning bill that Young had authored.

    “Jay Young is a joke of a councilperson and I cannot wait till he’s replaced,” wrote Fisher, who posts about urbanism issues and has thousands of followers across his social media accounts.

    Young replied: “me too so I can get a real job.”

    After Council ended Thursday, Young said the comment was not an indication of his political future.

    “I’m joking,” he told reporters. “The guy called me a joke, and I made a joke.”

    The backstory: Young, who represents the North Philadelphia-based 5th District, had proposed a zoning bill to prevent the former Hahnemann University Hospital site on North Broad Street from being redeveloped into housing. Young said he was hoping to see the site return to being an employment hub.

    But instead, his efforts to change the area’s zoning led to a rush of housing permit applications from developers hoping to beat him to the punch as his proposal made its way through the legislative process. He has since pressed pause on the bill, and The Inquirer video laid out how the saga had unfolded.

    In a Council speech Thursday, Young appeared to walk back his comment, although he did not directly mention the episode.

    “People say a lot of vile stuff about us. It seems like we’re not allowed to have a sense of humor about it,” Young said. “But I want my constituents to know that in the 5th Council District, we are fighting each and every day to improve their lives.”

    The Instagram comment was not the first time Young has provided curious commentary about his political future.

    Late last year, when The Inquirer asked if he planned to run for reelection in 2027, Young said: “It’s not up to me to make that decision. … It’s up to the people of the 5th District.”

    Usually, the people’s will is discerned through elections. Young, who has already drawn a potential opponent in next year’s race, said he will instead take the pulse of the 5th District by reaching out to people before deciding whether to seek a second four-year term.

    At the time, Young seemed to think being a member of Council was a real job.

    “I like doing my job,” he said last year.

    Jerome Richardson, 21, a senior at Temple who is a native of St. Paul, has been charged along with journalist Don Lemon for an anti-ICE protest at a Minnesota church last month.

    Temple student honored: Council on Thursday recognized Jerome Richardson, a Temple University senior who was arrested by federal authorities on charges connected to a January protest in his native St. Paul, Minn.

    During the surge in immigration enforcement activities and civil unrest in the Twin Cities this winter, protesters interrupted a service at a church whose pastor is also a federal immigration officer.

    The fallout from the demonstration led to the controversial arrest of former CNN anchor Don Lemon, who live-streamed the event and said he was covering it as a journalist. Richardson said in a video he assisted Lemon “by helping with logistics and connecting him with local contacts” and posted a text-message exchange in which Lemon said Richardson could “produce” for him.

    Richardson turned himself in to federal authorities in Philadelphia earlier this month. His case is pending, along with those of Lemon and other defendants.

    “Whenever journalists are under attack, we are all under attack,” Richardson said in a speech to Council.

    Philly’s school closure plan targets middle schools. Here’s why the district is moving away from them.

    The Philadelphia School District is walking away from middle schools — mostly.

    Of the 20 schools Superintendent Tony B. Watlington Sr. has recommended to close, six are middle schools — AMY Northwest, Conwell, and Stetson in Kensington; Harding in Frankford; Tilden in Southwest Philadelphia; and Wagner in West Oak Lane.

    The district plans to expand elementary schools to take in those students in most cases, and Conwell, a magnet middle school, would send students to AMY at James Martin.

    “Our research does not say that traditional middle school children in Philadelphia perform better academically than K-8 students,” Watlington said when he rolled out his tentative plan in January. “Nationally, and in Philadelphia, there’s a mixed bag.”

    While the school district says the K-8 model reduces transitions for students and helps maximize resources, critics of the district’s plan say closing middle schools will uproot their children and abandon successful schools.

    Education experts, meanwhile, say instructing middle school-age students has long been a complex and controversial issue — and it’s a debate that Philadelphia district officials are reigniting with their sweeping facilities proposal.

    Among the top complaints from critics of the plan: The pivot isn’t absolute. Though many middle schools are disappearing, Philadelphia will still have 13 standalone middle schools and secondary-middle schools if those six close. And some will even grow.

    Middle-grades students from Masterman, the popular and elite city magnet, would take over the closing Laura Wheeler Waring school building in Spring Garden “to expand access” to Masterman, officials said.

    The district is also adding a new Academy at Palumbo Middle School to give students a feeder pattern into the South Philadelphia high school magnet. The new middle school will co-locate with Childs Elementary in Point Breeze.

    And in the Northeast, where schools are bursting at the seams, two standalone middle schools — Castor Gardens and Baldi — will be untouched. So will a handful of others, including Roberto Clemente in North Philadelphia, Feltonville School of Arts and Sciences, Grover Washington in Olney, AMY at James Martin in Fishtown, and MYA and Science Leadership Academy Middle School in West Philadelphia.

    Why is the district targeting middle schools?

    Though officials said the facilities plan is not driven by finances, it’s clear that the underfunded school system needs to shrink its footprint.

    With 70,000 empty seats citywide and an inequitable distribution of programs and opportunities, system officials say they need to make changes to do better for all kids.

    “We can more efficiently distribute our limited resources in a K-8 model by operating 13 grade spans as opposed to six,” Watlington told City Council at a hearing on March 17. “This is an efficiency issue.”

    At present, the district has 13 different grade spans throughout its schools — from a single K-2 to K-4s, K-5s, K-8s, 5-8s, 6-8s, and others. It is proposing shrinking, mostly, to six different grade bands, and emphasizing K-8 or 5-12 as preferred models.

    Officials say they’re also relying on feedback received in surveys taken and meetings held prior to the plan’s release, despite critics’ worry that the feedback was crafted to give the district the answers it wanted.

    Hilderbrand Pelzer III, an associate superintendent, told a crowd of more than 100 people gathered at a Stetson Middle School meeting this month that in the surveys, families told the district they wanted to minimize transitions.

    “Think of safety in the sense that young people should remain in one place longer, pre-K to 8,” Pelzer said. “Hence why we want to recommend some of our K-4s, K-5 schools grow to K-8. Now that may not be the answer you want to hear, but the voices that have informed that have allowed us to make that a recommendation.”

    But critics of the district’s plan say they worry that the feedback was crafted to give the district the answers they wanted. And the audience at Stetson that day pushed back: Minimizing transitions is not what they want. They want their middle school to stay at their current school.

    “Why can’t you inform recommendations from people at Stetson?” one person shouted.

    The long and thorny history of middle schools

    Wrestling with where middle-grades learners should attend school is nothing new, said Penny Bishop, dean of Boston University’s Wheelock College of Education and Human Development.

    “We have been struggling to figure out how to provide appropriate schooling for this age group for well over a century,” Bishop said. “It’s a question with a long and thorny history” dating to the 1800s, she said, with much back and forth.

    Many of Philadelphia’s middle schools began as junior highs. Middle schools as a concept first surfaced in the United States in the 1960s and took off in the 1980s as part of an explicit attempt to create schools “designed based on the developmental needs of this particular age group, as opposed to saying, they’re short high schoolers or they’re tall elementary students,” Bishop said.

    But tweens and early adolescents can be a tough age group to educate well, and middle schools got a bad rap among some, said Bishop. As school choice and shifting birth rates caused belt-tightening in some places, some districts began to shift grade configurations.

    Boston recently shut its last standalone middle school as that district contracted amid enrollment losses, for instance.

    Both Bishop and Katie Powell, director for middle level programs at the Association for Middle Level Education, said that research doesn’t support one kind of grade configuration or another.

    “What matters most for middle school-age students is that we understand that they are going to need a different experience than their elementary counterparts in a K-8 building, and having a defined middle school, even within that K-8 school — that’s what tends to be most successful,” Powell said.

    And, Bishop said, “a lot of this is tied up in the degree to which the leadership understands the developmental needs of the students.”

    At a recent meeting at slated-to-close Wagner Middle School, Kim Newman, another Philadelphia associate superintendent, vowed that the district will spend time and resources planning thoughtful transitions as grade configurations change.

    Adding middle grades to elementary schools hasn’t always been done well in the district, Newman said.

    “In the past, what we’ve done is said, ‘Let’s just add some furniture and books, great,’ grow a grade each year, and that’s really not what children need,” said Newman.

    She said she hopes receiving schools and closing middle schools will work together on what middle-grades learners need in the newly expanded elementary schools.

    Philly skepticism

    Claire Andrews has taught at Wagner Middle School for 40 years — years ago, it had 1,000 students, but today, fewer than 300 are enrolled.

    In the past, “we had opportunities for students, and as the years have gone on, they have just disappeared,” Andrews said. “Over the years, everything has just been pulled away.”

    Wagner Middle School is one of six middle schools that is facing potential closure in Philadelphia.

    Andrews, like others in the city, raised questions of equity.

    “Are they closing schools in the Northeast?” Andrews said.

    Councilmember Isaiah Thomas, chair of City Council’s education committee, highlighted Philadelphia’s complicated middle school position at a Council hearing last week.

    The district’s talking points around middle school sound good, he said. But he questioned decisions to expand middle grades at magnet schools, like Masterman and Carver High School of Engineering and Science, while closing a number of neighborhood middle schools.

    “I want us to have nuanced dialogue around where we are and what we need to do,” said Thomas, who has spoken out against closing Conwell, of which he’s an alumnus. “And I also recognize that there’s pushback on every decision you made. I understand that we have to make tough decisions somewhere else, there is no real facilities plan, and we do need a plan.

    But the reality is that we’re still not sending the right message to people, and I think our position around middle school is problematic.”

    Watlington stressed the research around middle schools and the surveys.

    The superintendent said the district is committed to modernizing and expanding receiving schools, where needed, and was not just focused on the Northeast.

    “We absolutely will not present a plan that just pushes resources in parts of the cities that’s growing fastest,” Watlington said. “I think this is as strategic a plan as we could create.”

    City Council members grill school district officials on plan to close 20 schools — and superintendent says he could have closed 40

    Philadelphia City Council may not have a vote on Superintendent Tony B. Watlington Sr.’s sweeping facilities plan, but it indicated Tuesday that it will have a say in school closings.

    As a packed hearing began in Council’s chambers Tuesday morning, both Council President Kenyatta Johnson and Isaiah Thomas, chair of the Education Committee, said Council refused to be a “rubber stamp” to Watlington’s proposal to close 20 schools, colocate six, and modernize 159.

    Though only the school board gets to vote directly on the plan, Johnson has indicated he is willing to hold up city funding to the district over the school closure plan. And his colleagues echoed that sentiment Tuesday.

    “I’m infuriated that we don’t get a say,” Councilmember Jimmy Harrity said, warning the district officials who appeared before him. “But, Council president, you and I both know we do get a say, because budget’s coming. And we will be looking. Mindful is the word I would use for today — be mindful.”

    About 40% of the district’s nearly $5 billion budget comes from local revenue and city funding, which City Council and Mayor Cherelle L. Parker must approve in the annual city budget by the end of June.

    Harrity, an at-large Council member, said he was “tired that every time cuts come, they come from a certain neighborhood. You know, I live in Kensington, in the 7th District. I talk to these kids. They’re good kids. They deserve everything that other kids in other neighborhoods are getting. … You can see that this isn’t what our people want.” Watlington has proposed closing four schools in the 7th District.

    More than 100 community members holding babies and waving signs opposing the facilities plan filled Council chambers on the fourth floor of City Hall on Tuesday as Council members spent hours grilling Watlington and other district officials.

    Watlington, meanwhile, stood by his plan in testimony to Council on Tuesday, saying that 20 closings was a much smaller number than he could have settled on.

    “We could have come here and presented a plan that closed twice as many schools and been able to defend it,” Watlington said.

    A once-in-a-lifetime opportunity?

    District officials have said the facilities process is not about saving money, but about optimizing education and equity for the city’s 115,000 students.

    But it was clear Tuesday that finances played a part: The district has lost 15,000 students in the last 10 years, and over 80,000 since 1997, when charter schools were first authorized in Pennsylvania. It has 300 buildings, many of them 75 years and older and in poor repair, and some schools with more than 1,000 empty seats, while others are overcrowded.

    “We’ve got to be very careful with our limited resources in a historically underfunded district,” Watlington told Council.

    Watlington and board president Reginald Streater, who also testified, pitched the plan as a way to add things the district cannot now offer — Advanced Placement courses in every high school, the opportunity for all eighth graders to take algebra, more prekindergarten, and career and technical education programs.

    “I do not believe we’ll get this opportunity again in our lifetime,” Watlington said.

    The superintendent dropped a few previously undisclosed facts about the facilities road map, indicating that his recommendations could shift slightly before he presents the plan to the school board on Feb. 26. No date has been set for the board’s final vote, which is expected later this winter.

    “It’s premature to say how the final recommendations will land,” Watlington said.

    But, the superintendent said, “if there are schools that Council wants me to take off the list, and add others on that list, we are open to you telling me what those are, but we cannot get to a place where we address our 35% non-utilization rate in buildings if no changes are made.”

    Debora Carrera, the city’s chief education officer, who spent three decades as a district teacher and administrator, told Council that Parker believes “the current district footprint is unsustainable.”

    Carrera said her own experience as principal of Kensington High School for Creative and Performing Arts shows that it is right for the district to focus resources on neighborhood high schools.

    “My high school was a small high school,” Carrera said. “I could only offer my children two AP courses, when other schools like Central — where my son went — could offer them over 20-plus AP courses.“

    ‘Breaking down of public education’

    The hearing got tense at times.

    “I feel like this is the breaking down of public education in Philadelphia,” said Councilmember Cindy Bass, who said some of the district’s own decisions had led to closures.

    Several members of Council raised questions about the plan’s price tag. Prior district and city estimates put the cost just under $8 billion, but members of Watlington’s team said they could they could actually do the work for $2.8 billion — $1 billion from district capital funds, and $1.8 from yet-unpromised state and philanthropic sources.

    In the past, the district had made public detailed facilities condition assessments for every school in the district, Councilmember Rue Landau noted.

    Residents could look up their school and see exactly what the condition of every system in the building was, and how much money would be required to fix those that needed repair.

    “We don’t have any of those details,” said Landau, who went so far as to say she believed the district should be spending more than $2.8 billion on the plan. “What is the increased investment, and why don’t we have any of those details? They are not out there in the public for us, so none of us have any understanding as to why this is happening, This should all be public so all of the public can see.”

    Jerry Roseman, the Philadelphia Federation of Teachers’ longtime environmental director, who has had a first-row seat to district facilities conditions for decades, said he believed the $2.8 billion figure was not realistic.

    “You need much more money than that,” Roseman told Council. “We need more money than this plan comes close to.”

    Some Council members pushed the district and the board on the plan’s timing.

    The city has been asking for a long-range facilities plan for years, Councilmember Quetcy Lozada pointed out.

    “It’s taken us all this time,” Lozada said. “Now, you guys have come up with a plan, and now we want to rush through it. Now all of a sudden there’s this urgency to get through this plan, which I don’t understand.”

    Streater said the board is moving forward with hearing Watlington’s plan on Feb. 26, but won’t vote until it hears more feedback.

    But ultimately, he said, the board will vote on “a plan that is dynamic, that can evolve over time. … I think that we all understand that things change, facts change, funding changes, enrollment trends change.”

    And, Streater said, there will also likely be policy changes based on redrawing some catchment areas, or boundaries that determine which neighborhood schools children attend.

    Streater, who introduced himself at the beginning of the hearing as “Reggie from Germantown,” underscoring his history as a graduate of two district schools that closed — Germantown High and Leeds Middle School — said that changes must be made.

    “I think if we continue doing the same thing, expecting a different result — which I would argue is chronic underachievement — we are doomed.”

    Philadelphia drivers are about to get a new incentive to obey the flashing caution lights and 15 mph speed limit near schools.

    On Tuesday, the Philadelphia Parking Authority plans to turn on automated speed-enforcement cameras in five school zones, targeted because they have had a relatively high rate of crashes. All are on major roadways.

    Violators will get warnings until April 20, when the cameras start enforcing the law. Driving 11 miles faster than the school-zone speed limit will carry a $100 fine.

    “The goal is to protect students,” said Rich Lazer, executive director of the PPA. “Speed cameras work. They reduce dangerous behavior.”

    Roosevelt Boulevard has seen a 95% reduction in speeding violations and a 50% reduction in pedestrian-involved crashes since cameras went up in 2020.

    The high-priority school zones were selected based on an analysis of Pennsylvania Department of Transportation crash data by the Philadelphia Office of Transportation and Infrastructure Systems.

    From 2019 through 2023, the five locations recorded 10 crashes in which a person was killed or seriously injured, and 25 pedestrian crashes, as well as several speed-related vehicle-on-vehicle crashes, the PPA said. (Victims included people of all ages; it was not clear how many were students.)

    “We have tried many traffic-calming methods to stop people from driving dangerously fast in school zones, but many drivers still speed,” said Michael A. Carroll, a deputy managing director for the city who is in charge of OTIS.

    “Speeding is the No. 1 cause of fatal crashes,” he said. The cameras will protect students walking to and from school, as well as crossing guards, “who often put their lives at risk,” Carroll said.

    Automated speed enforcement remains controversial, despite studies that show it is effective, particularly on major urban roadways like the Boulevard.

    The cameras are also popular in dense cities.

    Recently, the Trump administration’s Department of Transportation restricted cities from using federal road safety grants for cameras that enforce speed limits and other traffic laws, unless they are in work or school zones.

    The Pennsylvania legislature, historically skeptical of automated enforcement, in 2024 gave Philadelphia permission to use school-zone cameras through Dec. 31, 2029, on a trial basis.

    There was some hesitation last March when City Council considered an ordinance to authorize the cameras. Three members held up the measure in committee, expressing concerns about a “money grab by the city.” The members also said they did not have enough information about the bill.

    After they met with Councilmember Isaiah Thomas, the chief sponsor, the legislation was enacted.

    “Everybody thinks it’s a money grab, but it’s really not,” Lazer said. “Resources are stretched; police are dealing with a lot of things. … If we can use technology, and it works, why not? Don’t speed, and you won’t get a violation.”

    Unlike the speed cameras on the Boulevard and those along 13 miles of Broad Street since November, the school-zone units deployed by the PPA are squat and at street level.

    Some people say they look like mailboxes or small refrigerators.

    They are meant to be portable, PPA officials said, so that cameras can be moved to other schools with problems, as long as they are operating in only five school zones at any one time.

    That limit is fixed by state law. Cameras can operate only when school zones are active, meaning weekdays when students are arriving in the morning or departing in the afternoon.

    The Philadelphia School District has proposed closing Conwell and 19 other schools as part of its facilities planning process, which will shake up schools citywide.

    Conwell, in Kensington, is a very small school by any standard. This year, just 109 students are enrolled in a building that holds 500. That’s down from 490 students in the 2015-16 school year and 806 in 2009-10. The school used to occupy two buildings; it has since shrunk to one.

    But it is also a rarity — a standalone magnet middle school. Community members and local officials are mounting a fight against closing the school, which they say has committed teachers and staff members who help students excel against the odds.

    The district’s plan, which the school board is expected to vote on this winter, calls for Conwell students to move to AMY at James Martin, another citywide admissions magnet in Port Richmond, which just opened in a new building with only 200 students. Meanwhile, the district has proposed closing its only other free-standing magnet middle school, AMY Northwest. No changes have been proposed for Philadelphia’s four other magnet middle schools, all of which are attached to high schools.

    Neighborhood issues, enrollment declines

    Conwell’s enrollment issues are tied closely to its setting.

    The building sits on Clearfield Street in the heart of Kensington. Fewer and fewer parents have been choosing to send their kids into ground zero of the city’s opioid epidemic, despite Conwell’s myriad partnerships, the outside investments it has attracted into its facility in recent years, and the school’s long history of excellence.

    Parents, neighbors, students, and politicians, however, are furious that the district is choosing to abandon Conwell and the neighborhood.

    “If this school closes, it won’t just be students who feel the loss,” Conwell student Nicolas Zeno told officials at a district meeting Thursday. “It’ll be the community. If the concern is safety, then invest. If the concern is environment, then repair.”

    Community member Vaughn Tinsley, who runs Founding Fatherz, a nonprofit mentoring group, suggested closing Conwell would harm its students.

    “These students have been victims,” Tinsley said. “These students have seen and witnessed things they shouldn’t have witnessed. Most adults haven’t seen some of the things that these kids have seen, and yet still they come here, yet they’re still committed to excellence, yet they still stand up and still do what they’re supposed to do in the classroom. How dare we take that away from them?”

    Watlington has proposed using Conwell as “swing space” — district property that other schools can move into temporarily if their buildings require repairs.

    Tosin Efunnuga, Conwell’s nurse, wiped tears from her eyes as she beseeched district officials to keep the school open.

    “To have those doors close would be such a disservice,” Efunnuga said. “We need 100 years more.”

    Councilmember Quetcy Lozada, whose district includes Conwell, said she was “angry” and “frustrated” by the recommendation to close the school.

    “It’s underutilized because of what’s happening on the outside,” Lozada said at the Conwell meeting. “There’s nothing wrong with what is happening on the inside other than successful academic learning, support for families. We are saying to these families, we are punishing them because as a city, we can’t respond to the public safety issues that we have on the outside, and that is just not fair.”

    ‘What are y’all doing?’

    Emotions ran high inside the Conwell auditorium last week.

    Even before Deputy Superintendent Oz Hill finished his presentation about the rationale for the closures and the specific plan for Conwell, parents burst out with concerns.

    “What are y’all doing? Y’all making a mess,” one parent shouted. “You say the building is old. So what? It’s clean in here.”

    Another said her child would not be going to AMY at James Martin, formerly known as AMY5.

    “I don’t think you understand how much of a battle there is between Conwell and AMY5,” the parent said. “You don’t know the battles these kids have with each other.”

    Conwell has a strong alumni network — a rarity for a middle school — that has turned out in force to support the school since the proposed closure was announced.

    Alexa Sanchez, Class of 2017, grew up in Kensington and came to Conwell as a bright but unruly student — she acknowledges that she got in fights, egged the school, and disrespected teachers. But Conwell is rooted in its neighborhood, Sanchez said, with dedicated staff who helped her rise to earn a college degree and a good job in business.

    “They didn’t give up on students like me,” Sanchez said. “My future didn’t look promising at first, but in the long run, it did. You shouldn’t really close the school on a community that doesn’t look promising if you’re not from here.”

    Other alumni, including Robin Cooper, president of the district’s principals union, and Councilmember Isaiah Thomas, chair of Council’s Education Committee, have spoken out for Conwell.

    Conwell “shows up” for Kensington and the city, running a food pantry, hosting Police Commissioner Kevin Bethel’s swearing-in ceremony and an event marking Cherelle L. Parker’s 100th day as mayor, noted Erica Green, the school’s award-winning principal. Staff and students participate in neighborhood cleanups and advocate for help amid the opioid crisis.

    “We are what the city needs,” Green told the school board recently. During Green’s tenure, she has helped win money for a new schoolyard, a new science, technology, engineering, and math lab, and more.

    “These investments were made for Kensington students,” Green said. “We owe it to them, to their neighborhood. Do not push them out once the neighborhood changes and thrives. Conwell’s success is rooted in its people, its history, and its impact.”

    Mayor Cherelle Parker’s housing plan is back on track after Council again reapproved $800 million in city bonds

    Mayor Cherelle L. Parker’s housing initiative is back on track.

    In its first meeting of the year, City Council on Thursday reapproved a bill to authorize the administration to issue $800 million in bonds to fund the Housing Opportunities Made Easy, or H.O.M.E., initiative.

    Parker wasted no time, signing the bill into law at a news conference Thursday afternoon to fast-track the process for the city to sell the first $400 million tranche of bonds in late March or early April. The administration plans to sell the second $400 million in 2027.

    “We are signing into law the largest and most significant investment in housing in the city of Philadelphia’s history, a $2 billion plan that will create and preserve 30,000 units of housing here in the city of Philadelphia,” Parker said, citing a sum for H.O.M.E.’s budget that also includes other funding steams and the value of city-owned land the administration hopes to redevelop into housing through the plan.

    In March 2025, when Parker unveiled her housing plan — with the goal of helping the city build or preserve 30,000 units of housing in her first term — she wanted to issue the bonds that fall. Council initially approved the bond authorization and other legislation related to H.O.M.E. in June.

    But in the fall, lawmakers made significant changes to a related piece of legislation — which details the $277 million first-year budget for spending the bond proceeds — that triggered a redo of the bond bill.

    The most notable changes, championed by progressive Councilmembers Jamie Gauthier and Rue Landau, lowered the income thresholds for some of the programs funded by H.O.M.E. to prioritize lower-income Philadelphians.

    Parker opposed the amendment, and administration officials testified that H.O.M.E. was meant to serve residents at a variety of income levels, including middle-class households that are struggling but often make too much to qualify for government support programs.

    But Council members argued that even with the new infusion of funds, Philadelphia’s resources are too limited to help the city’s hundreds of thousands of impoverished residents — let alone aid middle-income residents as well.

    “City Council demonstrated through its actions — not just its words — that it’s serious about putting City Hall to work for communities that have too often been left behind,” Gauthier, Landau, and their allies said in a group statement Thursday.

    The dispute proved to be the most significant public disagreement to date between Parker and Council President Kenyatta Johnson, who sided with Gauthier and Landau.

    The changes required Council to pass an updated bond authorization before moving forward because the previously adopted version no longer aligned with the language in the budget resolution. Lawmakers ran out of time to pass the new bond bill before adjourning for their winter break in December.

    They approved it unanimously on Thursday.

    A couple of hours later, Johnson and Parker profusely praised each other at the bill-signing ceremony, going out of their way to show that their strong working relationship remains intact now that the conflict was behind them.

    “My commitment is to make sure that our 100th, first woman, mayor is successful,” Johnson said.

    The moment of congeniality was a stark contrast to the dynamic between the two late last year.

    Parker at one point said Council’s delay “means homes are not being restored” and “homes are not being built or repaired.” Johnson fired back, “Council’s responsibility is not to rubber-stamp legislation.”

    But on Thursday, there was enough feel-good energy between the mayor and Council that it extended beyond Johnson to members who have more frequently clashed with the administration.

    Gauthier and Councilmember Isaiah Thomas, who questioned the mayor’s agenda last year over concerns that she was taking out too much debt for housing, also stood alongside the mayor at Thursday’s news conference.

    After the delays to her agenda at the end of last year, the mayor appears to be trying to regain control of the narrative this week. Thursday’s bill-signing ceremony marked Parker’s third major update related to H.O.M.E. in three days.

    On Tuesday, she announced that her administration was partnering with the city’s building trades unions and the Philadelphia Housing Authority to redevelop the Brith Sholom House, a notoriously dilapidated senior facility that closed in 2024, into affordable housing for seniors.

    And on Wednesday, she laid out a vision to build a modular housing manufacturing facility on the long-vacant Logan Triangle tract in North Philadelphia. The city issued a request for information from developers potentially interested in building such factories in the city, with a deadline in late March.

    Parker on Thursday only indirectly responded to a question about how many units could be built or repaired in the two years left in her term.

    But she said that her administration is working on a second package of zoning legislation to accelerate home construction in Philadelphia, and that she is working with Council to speed 1,000 properties through the land bank.

    She also expects Gov. Josh Shapiro, at his forthcoming budget address, to announce state-level housing reforms that would help “as it relates to streamlining state processes [to] run more efficiently.”
