    The Philadelphia school district’s facilities plan did not go over well in City Council

    City Councilmember Jamie Gauthier said the Philadelphia School District showed “just a complete lack of thought and consideration for really important programs” when crafting its long-anticipated facilities plan, released Thursday.

    Council President Kenyatta Johnson said his members had “a lot of concerns.”

    And City Councilmember Jeffery “Jay” Young Jr. went so far as to propose amending the city Home Rule Charter to allow Council to remove the school board members who will consider the proposed closures.

    “If you are closing schools during a literacy crisis, then you should be held directly accountable to the people you serve,” Young said.

    To put it mildly, the district’s plan did not go over well in Council.

    In many ways, it’s unsurprising Council members would speak out against a plan that would close or consolidate schools in their districts. But the pushback from lawmakers Thursday was notably strong, and Young’s proposal to allow Council to remove school board members could dramatically reshape the politics of the district.

    Currently, the mayor appoints the nine members of the school board, and Council votes to confirm them. Allowing lawmakers to remove board members would shift the balance of power toward the legislative branch and effectively leave the district’s leaders with 18 bosses — the mayor and the 17 Council members.

    Significantly, Johnson immediately endorsed Young’s plan, which would have to be approved by city voters in a ballot question.

    “It’s a good check-and-balance in terms of the process, and also allows us to have the ability and the opportunity to make sure that anything that the school board does is done with transparency,” Johnson told reporters. “I‘m always for, as members of City Council and this body in this institution, having the opportunity to provide accountability.”

    Left unsaid was that the long-awaited facilities plan did not come from the school board — its members have yet to approve the proposal, which was presented to lawmakers this week by Superintendent Tony B. Watlington Sr.

    Still, the pushback was notable in part because it came from lawmakers who are often on opposite sides of debates about education policy. Johnson is an advocate for charter schools, while Gauthier is a progressive ally of the teachers union who is often critical of the so-called school choice movement.

    Gauthier said the plan would limit opportunities in her West Philadelphia-based 3rd District. She pointed to changes including Robeson High School and Parkway West ceasing to exist as standalone schools (Robeson would merge into Sayre and Parkway West into SLA Beeber), and the Workshop School colocating with Overbrook High. (The Workshop, however, would remain a distinct school, just in a new location.)

    “What are people supposed to do for good high school options in West Philadelphia?” Gauthier said in an interview.

    Gauthier added that while Watlington has talked at length about the district avoiding the mistakes of its widely criticized 2012 school closure plan, it appears doomed to repeat that history.

    “That’s a great thing to hold up every time we have this conversation, but how are you solving for it?” Gauthier said. “You can’t state all of the things that went wrong and then present a plan that seems to lack care in the same way as the plan in 2012.”

    Johnson said the discussion over the plan was far from complete.

    “I’m sure it’s going to be a very, very robust process,” he said. “These are only recommendations. This isn’t the final product.”

    Watlington’s plan will touch every part of the city. It includes 20 school closures, six colocations, with two separate schools existing inside a single building, and more changes. It also includes modernizing more than 150 schools over 10 years, though officials have not yet revealed which buildings will get the upgrades.

    In total, the blueprint would cost $2.8 billion — though the district is proposing funding only $1 billion of that with capital borrowing. The rest of the money would come from the state and from philanthropic sources, and if those dollars don’t come through, fewer repairs could happen.

    Nearly all Council members on Thursday said they understood the need to consolidate schools, but each had concerns about how individual closures would affect the communities they serve.

    Councilmember Curtis Jones Jr., whose district includes parts of West and Northwest Philadelphia, said some of the changes are encouraging, including an expansion of career and technical education planned for some schools, including Overbrook High.

    But, he said, others could combine students who come from different neighborhoods and backgrounds, and the district must consider the social impacts of merging those populations.

    “The places where the kids come from, that is always a dynamic that is under-considered,” Jones said. “If I live in this neighborhood and got to travel to that neighborhood, what are the historical dynamics?”

    And Councilmember Cindy Bass, who represents parts of North and Northwest Philadelphia, said two of the schools in her district slated for closure — Fitler Academics Plus School and Parkway Northwest High School — “are models of great public education.”

    “I don’t understand why they are targeted when they are very well-regarded and lots of kids want to go there,” Bass said. “If it’s not broken, why are we trying to fix this?”

    It’s unclear how much sway members will have over where the district ultimately lands. Councilmember Isaiah Thomas, who chairs the Education Committee and represents the city at-large, warned of a “long and emotional” journey ahead.

    “There’s always an emotional attachment to schools,” he said. “They are a pillar in a lot of neighborhoods.”

    A Philly lawmaker refused to advance her colleague’s reproductive healthcare legislation. Now she’s promoting her own.

    They say imitation is the sincerest form of flattery, but Kendra Brooks isn’t taking kindly to a recent gesture of duplication by one of her colleagues.

    The progressive City Council member is incensed at Councilmember Nina Ahmad, a Democrat who has been in something of cold war with Brooks for months over stalled legislation related to reproductive healthcare access.

    It all came to a head Thursday when Ahmad introduced a resolution to hold a hearing examining access to such care in Philadelphia — legislation that would, under most circumstances, be uncontroversial in a body where Democrats hold a supermajority.

    But Brooks and Councilmember Nicolas O’Rourke, both of the progressive Working Families Party, voted against it — a highly unusual move in a body that almost always unanimously approves legislation to authorize hearings.

    The backstory: Brooks had already authored legislation to hold a hearing on threats to reproductive healthcare, and City Council approved it five months ago.

    But the hearings have not happened. Ahmad, who chairs the Public Health and Human Services Committee, has refused to schedule Brooks’ hearing, citing scheduling difficulties. That was despite pleas from advocates to move swiftly amid new federal restrictions on reproductive care and clinics closing due to funding loss.

    Now, Ahmad is poised to call up her own legislation on the matter, leaving Brooks and her allies feeling squeezed out.

    Ahmad said her legislation is far more broad than Brooks’ and would allow Council to examine the entire reproductive healthcare landscape, not just access to abortion care.

    The Council member who authors a resolution to hold a hearing typically has sway over how the hearing is conducted, including steering the tenor of it by lining up witnesses to testify. In turn, that can drive the creation of more concrete legislation.

    “You have to be comprehensive,” Ahmad said in an interview. “I’m evidence-based. I’m a scientist. I want to look at the whole breadth of things.”

    But Brooks said she is focused on all forms of reproductive healthcare and criticized Ahmad’s legislation for failing to acknowledge the role of the city’s Reproductive Freedom Task Force, which Brooks leads. Members of that group called for Council hearings after local Planned Parenthood leaders said they were disappointed that the most recent city budget did not include a $500,000 line item for sexual and reproductive healthcare, as it did the previous year.

    Brooks said Ahmad was engaging in “foolishness.”

    “This is a level of petty that turns people off from politics,” she said. “It’s really unfortunate that she would play politics on an issue that’s this important.”

    And Brooks intimated that the saga could cause her and her progressive allies to target Ahmad next year, when every City Council member is up for reelection.

    “I’m not going to forget this,” Brooks said. “We’re very close to reelection to be playing this game.”

    The veiled threat from Brooks, the face of the city’s Working Families Party, is notable and could put the WFP on a collision course with the local Democratic Party — which tends to endorse incumbents such as Ahmad. The WFP has previously said its efforts to win minority-party seats on Council are no threat to Democrats.

    However, in 2023 when both Brooks and Ahmad were running for seats on Council to represent the city at-large, Ahmad said that the WFP was trying to “poach” Democratic voters and that its political strategy was “lazy.”

    But Ahmad said Thursday she is not playing politics.

    “She’s the one,” Ahmad said of Brooks. “I’m the chair of the Public Health Committee, and I need to be aware of what work is going on in these respects. And if people don’t want to share, that’s up to them.”

    Brooks said she plans to hold her own hearing in March — what she is calling a “people’s hearing” that will take place outside the walls of City Hall.

    Some advocates say they will participate in both that event and Ahmad’s traditional hearing.

    Signe Espinoza, the vice president of public policy and advocacy at Planned Parenthood of Southeastern Pennsylvania, said she is supportive of any legislation that elevates the issue — no matter the author.

    “We are committed to keeping the doors open, and we also recognize that this is the most hostile environment we’ve ever been in,” Espinoza said, noting that clinics have closed across the country. “The clock is ticking.”

    Philly bill to ban waste incineration gets put on hold after failing to gain Council support

    A high-profile bill to ban Philadelphia from incinerating its trash was put on hold Thursday after intense lobbying by residents, activists, and industry put its future in doubt.

    The bill’s sponsor, Councilmember Jamie Gauthier, made a last-minute decision to pull the measure, which would prevent the city from shipping its trash to be burned for energy at the Reworld Delaware Valley Resource Recovery Facility in Chester.

    “I made the difficult decision to hold the bill today because my colleagues have asked for more time with it,” Gauthier said, noting she had not given up on the bill.

    Gauthier said the bill would prevent “dumping on cities that are more vulnerable than us.”

    “This would never happen in a community that wasn’t populated mainly by Black people, and mainly by poor Black people,” she said of Chester. “The people that are lobbying otherwise — they know that they would never accept this where they live.”

    The move to hold the bill came after hours of public testimony by people speaking for and against it.

    However, almost all of those speaking against the bill either work for Reworld, the Chester waste-to-energy plant, or represent labor unions. Reworld employees could be seen lobbying Council members in the hallways.

    What’s in the bill?

    Gauthier’s “Stop Trashing Our Air Act” would prohibit the city from contracting with companies that incinerate solid waste or recyclables. Gauthier said that 37% of the city’s trash is incinerated.

    The bill, she has said, is designed to combat environmental injustice, contending incineration has been particularly harmful to the Chester area.

    Chester Mayor Stefan Roots and local activists expressed support for the legislation on Thursday, citing health and environmental concerns.

    “I’m asking you and begging you,” Roots said in asking Council to vote in favor of the bill. “We’re counting on all of you to support it.”

    Roots said the Reworld plant burns more trash than all of Delaware County produces.

    Multiple Chester and Philly residents say the emissions from Reworld either caused or exacerbated asthma and other health conditions.

    Andrea Robinson moved to Chester three years ago, she testified to Council. But she was unaware of the Reworld facility when she moved there.

    “I walk out my door and smell the stinky odor. I’m embarrassed to invite family and friends over. There are dust and dirt all over the car and windows,” she said.

    Fierce lobbying

    Gauthier’s bill ran up against a fierce effort to prevent its passage.

    Alex Piscitelli, facility manager at Reworld, testified that the plant operates under “the strict requirements of the Clean Air Act.”

    He said claims that the facility causes human health issues “are simply not supported by the data” and emissions “operate well below federal limits.”

    Multiple representatives of the company spoke, including workers who lived in Chester and Philadelphia.

    Ramona Jones, who lives in Chester and works at Reworld, said the job allows her to be close to her children and family. She said the company has given her ”a livable wage, a higher wage.”

    Matt Toomey, a business agent for the operating engineers union, told Council that “up to 120 family-sustaining jobs” were at stake, and noted the Reworld plant is heavily regulated and located in an already industrialized area.

    Political reality

    Aides for Mayor Cherelle L. Parker, whose administration opposes the legislation, also worked the room.

    Council members hardly ever call for votes on doomed bills. But Gauthier initially appeared to be willing to roll the dice by calling the measure up for a vote despite its uncertain fate.

    As the morning progressed, however, it became clear she did not have the nine votes needed for passage and almost certainly did not have the 12 votes that would be needed to overcome a likely veto by Parker.

    Insisting on the vote would mean that Gauthier was putting colleagues in the uncomfortable position of choosing between environmental advocates and trade unions, two important constituencies in Democratic primaries.

    But Gauthier pledged to push for the bill.

    “I am committed to this,” she said. “At the City of Philadelphia, we have to be a model for brotherly love, sisterly affection.”

    ICE, housing, and ‘resign to run’: What’s on Philadelphia City Council’s 2026 agenda

    Philadelphia City Council’s first meeting of 2026 on Thursday comes as tensions rise over President Donald Trump’s immigration crackdown and as Mayor Cherelle L. Parker continues to sidestep that conversation while focusing on advancing her signature housing initiative.

    During the first half of the year, city lawmakers are expected to have a hand both in shaping the city’s response to Trump and in advancing Parker’s Housing Opportunities Made Easy, or H.O.M.E., initiative.

    They will also tackle the city’s waste-disposal practices, a long-standing law requiring Council members to resign before campaigning for higher office, and the city budget.

    Meanwhile, events largely outside Council’s control, including potential school closings and Philly’s role in the nation’s 250th birthday, are also expected to prompt responses from lawmakers.

    Here’s what you need to know about Council’s 2026 agenda.

    ‘Stop Trashing Our Air’ bill up for vote

    The first meeting of a new Council session rarely features high-profile votes, but this year could be different.

    Council on Thursday is expected to take up a bill by Councilmember Jamie Gauthier that would ban Philadelphia from incinerating its trash.

    Currently, the city government sends about a third of the trash it collects to the Reworld trash incinerator in Chester, with the rest going to landfills. Those waste-disposal contracts expire June 30, and Gauthier is hoping to take incineration off the table when new deals are reached.

    “Burning Philadelphia’s trash is making Chester, Philadelphia, and other communities around our region sick,” Gauthier has said, pointing to elevated rates of asthma and other ailments and a legacy of “environmental racism” in Chester. The low-income and majority-Black city downriver from Philly has been home to numerous heavy industrial facilities.

    Reworld has said its waste-to-energy facility, which produces some electricity from burning trash, is a “more sustainable alternative to landfilling.”

    At a hearing last year, Parker administration officials said the city is including language in its request for proposals for the next contracts that will allow the city to consider environmental impacts. But they asked lawmakers not to vote for a blanket ban on incineration to allow the city to study the issue further.

    Parker waiting for Council to reapprove $800 million in bonds for her H.O.M.E. plan

    The biggest agenda item left hanging last month when lawmakers adjourned for the winter break was a bill to authorize the Parker administration to issue $800 million in city bonds to fund her H.O.M.E. initiative.

    Parker had hoped to sell the bonds last fall, and Council in June initially authorized the administration to take out new debt. But lawmakers made significant changes to the initiative’s first-year budget, especially by lowering income thresholds for some programs funded by the H.O.M.E. bonds to prioritize the lowest-income residents.

    That move, which Parker opposed and which sparked Council’s most significant clash with her administration to date, required a redo of the bond authorization. Lawmakers ran out of time to approve a new version of the measure in December, but Council President Kenyatta Johnson said it could come up for a final vote Thursday.

    “Council members have always been supportive of the H.O.M.E. initiative,” Johnson said. “H.O.M.E. advances City Council’s goals to expand access to affordable homeownership for Philadelphians … and to ensure that city housing investments deliver long-term benefits for families and neighborhoods alike.”

    Council aims to limit ‘resign to run’ … again

    Council is also expected to vote this spring on legislation that would change Philadelphia’s 74-year-old “resign to run” law and allow city officeholders to keep their jobs while campaigning for other offices.

    Currently, Council members and other city employees are required to quit their jobs to run for higher office. Lawmakers have tried several times over the last 20 years to repeal the law, but they have been unsuccessful. Changing the rule requires amending the city’s Home Rule Charter, which a majority of voters would have to approve through a ballot question.

    The latest attempt, spearheaded by Councilmember Isaiah Thomas, would not entirely repeal the resign-to-run law, but instead would narrow it to allow elected officials to keep their seats only if they are seeking state or federal office, such as in Congress or the state General Assembly. Council members who want to run for mayor would still have to resign.

    Thomas, a Democrat who represents the city at-large and is rumored to have ambitions of running for higher office, plans to make minor amendments to the legislation this spring, a spokesperson said, before calling it up for a final vote. The goal, Thomas has said, is to pass the legislation in time for a question to appear on the May primary election ballot.

    Incoming clash over immigration?

    Parker has spent the last year avoiding direct confrontation with the Trump administration, a strategy that supporters say has helped keep Philadelphia out of the president’s crosshairs.

    The mayor, however, cannot control what other local elected officials say about national politics, and Trump’s immigration crackdown appears to be stirring stronger local reaction heading into his second year in office.

    After an Immigration and Customs Enforcement agent fatally shot Renee Good in Minneapolis this month, Sheriff Rochelle Bilal went viral for saying federal agents “will not be able to hide” in Philly. (Bilal, however, does not control the Philadelphia Police Department, which is under Parker’s purview.)

    Meanwhile, progressive Councilmembers Rue Landau and Kendra Brooks this year are expected to introduce legislation aimed at constricting ICE operations in Philadelphia.

    It is not yet clear what the lawmakers will propose. But Brooks, who has called on Parker to take a firmer stand against Trump, recently criticized the Philadelphia courts for allowing agents to seize suspects leaving the Criminal Justice Center. She said officials who in her view have failed to stand up to ICE are engaged in “complicity disguised as strategic silence,” and she vowed to force those who “cooperate with ICE in any way” to testify in Council.

    “Cities across the country are stepping up and looking at every available option they have to get ICE out,” Brooks said at a news conference earlier this month. “In the coming days, you will hear about what my office is doing about city policy. These demands must be met or face the consequences in Council.”

    Landau added Philly cannot allow “some masked, unnamed hooligans from out of town [to] come in here and attack Philadelphians.”

    “We are saying, ‘ICE out of Philadelphia,’” she said.

    Parker has said her administration has made no changes to the city’s immigrant-friendly policies, but she continues to be tight-lipped about the issue.

    The Pennsylvania Office of Open Records last week ruled in favor of an Inquirer appeal seeking to force Parker’s administration to disclose a September letter it sent the U.S. Department of Justice regarding local policies related to immigration.

    The administration still has not released the document. It has three more weeks to respond or appeal the decision in court.

    South Philly arena proposal still in the works

    After the 76ers abandoned their plan to build a new arena in Center City a year ago, the team announced it would partner with Comcast Spectacor, which owns the Flyers, to build a new home for both teams in the South Philadelphia stadium complex.

    The teams announced last fall they have selected an architect for the new arena, which is scheduled to replace the Spectacor-owned Xfinity Mobile Arena, formerly the Wells Fargo Center, in 2031.

    If the teams are still planning to open the new arena on their previously announced timeline, legislation to green-light the project could surface as soon as this spring. But so far, there has been no sign of movement on that front.

    “There is currently no timeline for introducing legislation to build a new Sixers arena in South Philadelphia,” said Johnson, whose 2nd District includes the stadium complex. “At the appropriate time, my legislative team and I will actively collaborate with Mayor Cherelle L. Parker’s administration on drafting any legislation related to the Sixers arena before it is introduced in City Council.”

    School closings and 2026 celebrations also on the horizon

    In addition to its legislative agenda, Council this year will likely be drawn into discussions over school closings and the high-profile gatherings expected to bring international attention to Philly this summer.

    The Philadelphia School District is soon expected to release its much-anticipated facilities plan, including which school buildings are proposed for closure, consolidation, or disposition. The always-controversial process is sure to generate buzz in Council.

    “We will do our due diligence on the District’s Facilities Plan,” Johnson said in a statement.

    Additionally, the city is preparing for the nation’s Semiquincentennial, FIFA World Cup games, and the MLB All-Star Game. While the administration is largely responsible for managing those events, some Council members have said ensuring the city is prepared for them is a major priority.

    Johnson said his agenda includes “making sure Philadelphia has a very successful celebration of America’s 250th Birthday that results in short and long-term benefits for Philadelphia.”

    NEW YORK — Pennsylvania’s political class schmoozed their way across Midtown Manhattan this past weekend, bouncing from cocktail parties to swanky receptions organized to woo the elite ahead of a big midterm election year.

    Hundreds of Pennsylvania politicos made their way for the state’s annual weekend of civility, bipartisanship, fundraising, and more than a few hangovers.

    Four Inquirer political writers were among those who traveled to the Pennsylvania Society gathering, chatting with lawmakers and interviewing candidates inside the moody bars and penthouse parties. Here are our takeaways.

    Maybe Shapiro doesn’t need Pa. Society anymore

    Gov. Josh Shapiro this year has hosted fundraisers in New Jersey and Massachusetts for his unannounced reelection campaign.

    But he didn’t need to make the rounds this weekend among Pennsylvania’s political elite as he emerges as a top contender for the 2028 Democratic nomination for president.

    Shapiro traveled to New York City only to deliver his annual speech to the Pennsylvania Society and honor former U.S. Ambassador to Canada, David L. Cohen, who received the society’s top award.

    Instead of handshaking and fundraising like most incumbent governors would, Shapiro has largely avoided Pennsylvania Society mingling during his time as governor. His reelection campaign did not appear to change that.

    Instead, Lt. Gov. Austin Davis hosted a solo fundraiser for their joint reelection ticket.

    “There’s a lot of demands on the governor’s time,” Davis said following a speech at the annual luncheon hosted by the Pennsylvania Manufacturers’ Association.

    The Third Congressional District race was the talk of the town

    Three of the candidates vying to replace retiring U.S. Rep. Dwight Evans in the Third Congressional District had a busy weekend in New York. State Sen. Sharif Street, pediatric surgeon Ala Stanford, and State Rep. Morgan Cephas made the rounds.

    Stanford held a somewhat star-studded fundraiser Thursday evening, hosted, according to a posted listing for the private event, by Hamilton actor Leslie Odom Jr. (who did not attend but lent his name).

    Street, the former state party chair and a longtime attendee at Pennsylvania Society, held two fundraisers in Manhattan, fresh off his endorsement last week by former Gov. Ed Rendell.

    Not spotted: State Rep. Chris Rabb, who is running as an anti-establishment progressive.

    “That’s not really my thing,” he said in a text message.

    The Parker-Johnson relationship was a hot topic

    Philadelphia City Council wrapped up its final meeting of the year the day before the Pennsylvania Society began, and the lawmakers gave the chatterati plenty to talk about in Manhattan, with a dramatic close to the session.

    One major topic of conversation in New York: What did Council’s recent conflict with Mayor Cherelle L. Parker over her housing plan mean for the unusually tight relationship between Council President Kenyatta Johnson and the mayor?

    The consensus: Mom and Dad were fighting, but they’ll probably patch things up.

    “Disagreements between Council and mayor — it happens,” said Larry Ceisler, a Philadelphia-based public affairs executive whose firm hosted a packed party in Midtown on Saturday. “It’s the way the system is set up.”

    But Ceisler said he’s not worried that Parker and Johnson will abandon their goal of emulating then-Mayor Rendell’s close working relationship with Council President John F. Street in the 1990s.

    “The fact is they’re certainly in sync more than they’re not,” Ceisler said.

    Johnson, he said, likely improved his standing with members by holding firm against a last-minute amendment Parker proposed to alter Council’s version of the housing plan’s budget.

    Parker and Johnson both made the trek to Manhattan, along with Councilmembers Rue Landau, Nina Ahmad, Jamie Gauthier, Jeffery “Jay” Young Jr., Kendra Brooks, Katherine Gilmore Richardson, Jim Harrity, Cindy Bass, and Quetcy Lozada.

    The mayor also took the opportunity to engage in a bit of bipartisanship. She has often touted her ability to build relationships across the aisle, despite Philadelphia politics being dominated by Democrats.

    At the PMA luncheon, Parker embraced former Gov. Tom Corbett and gave a warm greeting to Auditor General Tim DeFoor, both Republicans.

    At the same event, Republican U.S. Sen Dave McCormick shouted out Parker multiple times during his prepared remarks. The pair have forged a working relationship despite their partisan differences.

    “We talk about challenges in the city that we’re facing right now, and the hope is that we can count on some folks as allies,” Parker said of meeting with members of the GOP.

    She added: “It’s great to try to maintain those lines of communication.”

    Special interests woo political elite

    Many of the events were hosted by special-interest groups and corporations that have business with the government and are looking to win influence over glasses of Champagne.

    There were the usual suspects and big law firms: Duane Morris always hosts a marquee late-night event on Friday in the sprawling Rainbow Room atop Rockefeller Center. Other firms including Cozen O’Connor, Ballard Spahr, and Saul Ewing also hosted cocktail parties.

    One notable newcomer to the party scene was Pace-O-Matic, the Georgia-based operator of “skill games” at the center of negotiations over regulation and taxing of the machines.

    The company, which has spent millions on political contributions and lobbying, threw a cocktail reception Thursday night at an Italian restaurant attended by a sizable contingent of state lawmakers.

    Legislators have yet to agree on how to regulate and tax skill games, which remain entirely unregulated and untaxed.

    But solutions seemed possible at the Pace-O-Matic party, as Central Pennsylvania Republicans and Philadelphia Democrats milled about the bar in an unlikely alliance.

    Another bipartisan event — this one in a sunny room atop the vintage Kimberly Hotel — was hosted by Independence Blue Cross and AmeriHealth Caritas, insurance companies that have Medicaid contracts with the state.

    Lawmakers often credit the weekend of partying in New York as a time for civil conversations in a neutral territory that ultimately benefit a philanthropic cause at the Pennsylvania Society’s annual dinner.

    But Rabbi Michael Pollack, who leads the government accountability group March on Harrisburg, said the civility seems to come only when special interests are footing the bill.

    “It’s absolutely embarrassing that our legislators can only interact with each other when a lobbyist sets up a playdate for them,” he said.

    A Christmas budget ballad by DJ Ward

    Senate President Pro Tempore Kim Ward debuted a hidden musical talent on stage at the annual bipartisan Pennsylvania Chamber of Business and Industry breakfast: She can write a Harrisburg holiday hit.

    “I did live in Nashville for six years and no one discovered me,” she joked, before launching into a three-minute budget balladto the tune of “Deck the Halls.”

    Ward (R., Westmoreland) debuted her song after an ugly budget battle that lasted 135 days and ended just last month. Punctuated by fa-la-las, she called out each of the top leaders who were in the closed-door budget talks.

    Ward is among Shapiro’s top critics. The two had hardly spoken since 2023 until Ward joined in-person budget negotiations at the end of October.

    During those negotiations, Ward has said Shapiro gave her a special heart-shaped cookie to break the ice. And it appears that she’s not yet letting that go, dedicating a moment in her song to the encounter:

    Ward’s jingle wasn’t the first time a Pennsylvania Republican leader leaned on the power of song during the bitter budget battle.

    At the peak of the clash over transit funding in August, Senate Majority Leader Joe Pittman quoted heavily from the lyrics of John Mellencamp’s “Small Town” in recalling his upbringing in rural Western Pennsylvania.

    Shapiro will propose a new budget in February, restarting the budget negotiation process. Ward urged the group of leaders to take a break from fighting during the holiday season.

    Philadelphians without retirement savings plans through their employers could soon have access to a plan through the city after lawmakers approved legislation Thursday to enable the novel program to move forward.

    City Council members unanimously passed legislation that creates PhillySaves, which is modeled on state-facilitated “auto-IRA” programs that allow people to invest through payroll deductions at no cost to their employers.

    Voters would have to approve the creation of an investment management board through a ballot question, which is slated to appear in the May primary election.

    The measure was part of a flurry of legislation Council considered during a marathon meeting Thursday, its last session of the year before legislators reconvene in mid-January. Lawmakers passed dozens of pieces of legislation touching on issues including housing, public health, small-business growth, and public safety.

    H.O.M.E. inches forward over Parker’s objections

    City Council on Thursday approved a key piece of legislation related to Mayor Cherelle L. Parker’s Housing Opportunities Made Easy, or H.O.M.E., initiative, the latest step in the drawn-out fight over how the city should spend the proceeds from the $800 million in city bonds the administration plans to sell to support the program.

    The legislation — a resolution setting the first-year budget for the initiative at about $270 million — sparked a contentious showdown between lawmakers and the administration over income eligibility levels for the housing programs funded or created by H.O.M.E.

    The resolution was approved in a voice vote, with Councilmember Curtis Jones Jr. casting the lone no vote.

    Over Parker’s objections, Council successfully pushed to lower income eligibility thresholds, prioritizing poorer residents. For instance, lawmakers ensured that 90% of the bond proceeds that will be spent on the Basic Systems Repair Program will go to households making 60% of area median income, which is about $71,640 for a family of four.

    “This budget opens city housing programs to ensure that more than 200,000 low-income and working-family households have a chance to get into a program that provides housing stability and economic mobility and increases,” said Councilmember Rue Landau, who helped lead the push to lower the income thresholds. “This is a transformational investment, a win-win.”

    A separate but related piece of legislation — an ordinance authorizing the city to sell the bonds — also needs to pass before the administration can take on debt for the initiative. That proposal, which won committee approval Wednesday, is expected to come to the Council floor in January.

    In a statement Thursday, Tiffany W. Thurman, Parker’s chief of staff, thanked Council for its vote.

    “We look forward to continuing conversations with Council President Kenyatta Johnson and members of City Council in the weeks ahead, and to fulfilling Mayor Parker’s strong vision to save Philadelphia’s rowhomes,” she said.

    Council waters down a bill on training for security officers

    Council approved a bill requiring private security guards in Philadelphia to go through 12 hours of training when they are hired and an additional eight hours of training every subsequent year.

    But the final version of the bill, authored by Councilmember Isaiah Thomas, has been significantly watered down by amendments following a legislative showdown between the Service Employees International Union Local 32BJ, which championed the original version, and real estate and private security industry leaders, which said it was overly onerous and costly.

    Thomas’ original bill required security guards to receive 40 hours of training upon hiring, and it prohibited employers from conducting the training for their own workers. Instead, the instruction had to be provided by a nonprofit — potentially including a labor union. SEIU 32BJ, one of the most influential unions in the city, represents building services workers, including security guards.

    The amended version, however, allows employers to conduct the training after getting approval for their program from the Philadelphia Office of Worker Protections — a major relief for business leaders.

    The new version, which now heads to Parker’s desk, also exempts security guards for bars and restaurants from the training requirements, and pushes back the bill’s effective date from Jan. 1 to March 1.

    An inquiry into DEI contracting changes is coming next year

    City Council next year will examine Parker’s decision to end its long-standing policy of prioritizing women- and minority-owned businesses in city contracting and replace it with a system favoring “small and local” firms.

    Johnson authored a resolution allowing the Committee of the Whole, which includes all 17 members, to look at the history of minority contracting policies in the city and “the rationale, design, and anticipated effects” of Parker’s new policy. The resolution was approved in a unanimous vote, and a hearing will likely be scheduled in the first half of 2026.

    Race- and gender-conscious government policies have been targeted by conservative legal groups following a 2023 U.S. Supreme Court decision ending affirmative action in college admissions. The Inquirer revealed in November that Parker quietly ended the city’s 40-year-old contracting policy earlier this year due to the likelihood it would be challenged in court.

    The mayor has said her new “small and local” policy will accomplish many of the goals of the old system because many small Philadelphia businesses are owned by Black and brown residents and have faced roadblocks to growth.

    Attorneys hired by the city, however, had recommended a race- and gender-neutral policy of favoring “socially and economically disadvantaged” businesses, according to administration documents obtained by The Inquirer.

    Lawmakers will get the chance to weigh in on that decision next year.

    A controversial zoning change passes for University City

    Council on Thursday also approved Councilmember Jamie Gauthier’s controversial University City zoning overlay, which seeks to regulate how higher education institutions dispose of property.

    The legislation has been diluted from its original form, and it now regulates the sale of property over 5,000 square feet in University City — which would largely affect only universities themselves.

    Gauthier has further amended the legislation to exclude healthcare institutions. Among other things, the bill would require that property owners have building permits in hand before they are allowed to move forward on demolitions.

    A sale of land would also trigger review by the Philadelphia City Planning Commission.

    The legislation is part of Gauthier’s outraged response to St. Joseph’s University’s sale of much of its West Philadelphia campus to the Belmont Neighborhood Educational Alliance, a nonprofit that operates charter schools. The organization is led by Michael Karp, who is also one of the larger student-housing landlords in the area.

    Thomas, a Democrat who represents the city at-large, was the only member to vote against the bill. His vote was a break with the tradition of councilmanic prerogative, in which members generally approve legislation offered by Council members who represent geographic areas when the measure affects only their districts.

    Restrictions on Kensington outreach services take effect as City Council approves a broader ban

    Philadelphia lawmakers voted Thursday to ban mobile outreach groups that provide medical care and support services to people in addiction across a swath of Kensington, the epicenter of the city’s drug crisis.

    The vote came just days after the city began enforcing controversial new regulations in a different part of the neighborhood, where the same providers may operate only if they have a permit to do so and park in areas designated by the city.

    Taken together, the actions spearheaded by City Council members who represent Kensington and Mayor Cherelle L. Parker’s administration amount to a major shift in how transient people who use drugs obtain medical care and basic needs like food, water, and clothing.

    Many have long relied on mobile outreach services that met them on the street. Those same providers can now park only in designated areas or serve people for limited amounts of time.

    Council members who support the legislation say residents in the neighborhood do not want people in addiction lining up for medical care or support services near their homes.

    Councilmember Mike Driscoll authored the bill banning mobile service providers entirely from his 6th District, which includes parts of the neighborhood that are northeast of the infamous open-air drug market at the intersection of Kensington and Allegheny Avenues.

    Driscoll said his bill, which passed Council 14-3 on Thursday, is not aimed at punishing providers. He said he is open to finding a location in his district where they can operate with the city’s permission.

    “I just don’t want the service providers picking where they want to go at the expense of the kids and the neighbors,” he said.

    But advocates for people who use drugs slammed the bill, and said reducing access to care will not help people in addiction.

    “Restrictions like these will not end the opioid crisis. They will not make anyone in Kensington or District 6 safer,” said Katie Glick, a nurse who treats people in addiction and lives in the neighborhood. “These restrictions will disable and kill people.”

    In Kensington, inconsistent rules for providers

    If Parker — who has never issued a veto — signs Driscoll’s bill, it would result in a patchwork of rules for mobile service providers in Kensington, which is represented by three different Council members.

    The western side of Kensington is in the 7th District, where Councilmember Quetcy Lozada’s legislation that required the permitting system applies. Organizations that do everything from handing out water to providing medical care now face a $1,000 fine for operating without a permit.

    The city began enforcing those new rules on Dec. 1. No citations had been issued as of Wednesday, police said.

    In the southern parts of Kensington that fall in the 1st District, represented by Councilmember Mark Squilla, no legislation applies to mobile providers.

    The inconsistency is the result of councilmanic prerogative, the unwritten rule that gives Council members who represent geographic areas a large amount of sway over what happens in their districts. Lawmakers largely approve legislation offered by a district Council member when it affects only that member’s district.

    Some of Council’s progressive members who represent the city at-large have bucked that practice several times on matters related to Kensington, where Parker and her allies in Council have placed an intense focus on improving quality of life.

    The progressives — who favor an approach to the crisis called harm reduction that aims to keep people alive until they are ready to enter treatment — argue that placing restrictions on mobile service providers will make it harder for them to reach vulnerable people in addiction and ultimately reduce the number of providers on the street.

    “When human beings are trying to provide help,” said Councilmember Nicolas O’Rourke, “the attitude should never be ‘how can we limit them.’”

    O’Rourke and Councilmember Kendra Brooks, both of the Working Families Party, and Democrat Rue Landau voted against Driscoll’s measure.

    But Lozada said implementing new regulations was not about restricting care.

    “We’re hoping that services continue,” she said. “People have just moved to other spaces to find a way to be able to continue to provide the services that people need.”

    And Parker administration officials said the goal is not to reduce the number of providers, but to better coordinate them and ensure safety, especially for people receiving medical services.

    Kensington has been a key issue for the Parker administration and Council members who have pushed for more law enforcement in the neighborhood, where sprawling homelessness, open drug use, and violent crime have been commonplace for years. There have been some signs of progress, including a reduction in the number of people living on the street.

    The city has tried new tactics, including opening its own recovery house and expanding police foot patrols. The local government has also at times operated its own mobile medical services and contracts with organizations that do so.

    So far, the city has issued nine permits to providers who perform mobile medical services and 40 to organizations considered “nonmedical,” like those that distribute food. Some of those organizations also operate in other neighborhoods.

    “We don’t have a problem if there’s five or 500 providers,” said Crystal Yates-Gale, deputy managing director for health and human services. “As long as they’re qualified to provide the care, and as long as we can help coordinate the care.”

    Despite the changes, city says ‘people are still coming’

    Under the new rules, nonmedical providers are prohibited from staying in one place for more than 45 minutes. Medical providers can station on a two-block stretch of Allegheny Avenue at nighttime or at a designated parking lot at 265 E. Lehigh Ave. during the day.

    That lot, which is managed by the city and addiction service provider Merakey, is connected to the city’s Wellness Support Center.

    Inside, people can access first aid, showers, and food, as well as get directed to treatment, legal aid, housing assistance, and other services.

    In the parking lot, two mobile medical service providers run by Merakey and Kensington Hospital are currently stationed, according to Kurt August, executive director of the Philadelphia Office of Public Safety’s Criminal Justice Division. He said officials are looking to expand the number of providers that operate there.

    In late October, Merakey began dispensing methadone out of an RV parked in the lot. The tightly regulated opioid medication is a popular treatment for people experiencing withdrawal because it helps stave off cravings.

    Raymond Bobb, a medical director at Merakey, said he has seen promising results in just a few weeks, including starting people on methadone and getting them stable enough to transition to inpatient drug treatment. Merakey offers to transport people on the street to the RV to enroll them in medication-assisted treatment.

    “We’ve been able to take everything right to the heart of the epidemic and engage people the way you would treat your brother, or your sister, or your family,” said Bobb, who is also in recovery and became emotional when speaking about the program.

    “Our goal,” he added, “is to build people up and motivate them to want treatment for themselves.”

    August said retention has been high, despite the police presence at the support center. The officers, he said, were “handpicked” to be stationed alongside behavioral health professionals.

    “It’s not a secret that police are on site, and people are still coming,” August said.

    Still, other providers have expressed concern that requiring people to travel to the lot adds an additional barrier to care, especially for those who were used to mobile services coming to them.

    Sarah Laurel, who runs the addiction outreach program Savage Sisters and has a nonmedical permit, said she fears that providers who offered medication-assisted treatment on the street will now be less accessible.

    However, she said, some clients greeted the news of service limits with a shrug.

    “The friends we serve are so used to not being heard that when they realize that services are going away, they adjust quickly to not having things,” Laurel said. “They just say, ‘No one cares about us. They hate us anyway.’ That is how people feel seen in this city.”

    Philly Council votes against Mayor Parker’s vision for her signature housing plan, signaling a win for progressives

    For almost two years, Mayor Cherelle L. Parker has dominated Philadelphia City Hall with an unbending approach to negotiations.

    On Wednesday, City Council signaled those days may be over.

    During a combative hearing on legislation related to Parker’s signature housing initiative, Council President Kenyatta Johnson on Wednesday afternoon refused to allow a vote on an amendment brought by the Parker administration and instead advanced Council’s version of the proposal over the mayor’s objections.

    In a voice vote, Council’s Committee on Fiscal Stability and Intergovernmental Cooperation approved its own changes to the legislation — authorizing the city to take out $800 million in city bonds to fund Parker’s Housing Opportunities Made Easy, or H.O.M.E., initiative — without considering the mayor’s requested tweaks.

    Councilmembers Brian O’Neill, Anthony Phillips, and Curtis Jones Jr. signaled their support for Parker’s vision by voting against the measure, which now heads to the Council floor for a final passage vote or further amendments, either of which could come as soon as January.

    It is unclear how Johnson’s handling of H.O.M.E. will change the tight working relationship Parker and Johnson have maintained since both took office in January 2024. Wednesday’s vote marked their most contentious public disagreement during their tenures. Both officials still agree on many policy goals and have plenty to gain politically from maintaining their alliance.

    The dispute between Parker and Council centers on income eligibility thresholds for two of the housing programs that will be funded by bond proceeds: the Basic Systems Repair Program (BSRP), which provides funding for needed home improvements to eligible owners who might be displaced by costly repairs, and the Adaptive Modification Program (AMP), which funds projects to improve mobility for permanently disabled renters and homeowners.

    Parker had structured the H.O.M.E. initiative with unusually high income cutoffs to make its programs more easily accessible to middle-class households, saying they are often left out of city assistance programs despite being crushed by rising costs.

    “The whole debate over income eligibility limits for BSRP and Adaptive Modifications is to make sure that we leave no working Philadelphian and no qualifying Philly rowhome owner excluded from these vital programs,” Parker said in a statement Wednesday. “If we don’t save Philly rowhomes, we’re going to become a city of used-to-be neighborhoods, blocks that used to be nice but now are showing signs of age and decline. I will not allow that to happen — not on my watch as Mayor of Philadelphia.”

    In a win for progressives, Council instead stuck to its plan of prioritizing lower-income Philadelphians.

    Councilmember Jamie Gauthier, who chairs the Committee on Housing, Neighborhood Development and the Homeless, said Wednesday’s vote sent the message “that Council takes its job seriously as a steward of taxpayer money in the city of Philadelphia, that we are not here to just rubber-stamp in a proposal, that we’re here to work together.”

    Change in fortunes for Parker

    Wednesday’s vote appears to mark the first instance of Parker’s hard-line negotiating tactics failing her since she took office. Even when she could not get negotiating counterparts to bend to her will in the past, Parker has largely prevailed.

    Last year, for instance, Council declined to vote on one of Parker’s school board nominees. But the nominee, incumbent board member Joyce Wilkerson, then pulled out a letter from Parker instructing her to remain on the board until the mayor names a replacement, which she still has not done.

    And in July, when the largest union for city workers went on strike to try to squeeze larger raises out of the administration, Parker stuck to her guns amid increasing pressure to fold as trash piled up across the city and 911 wait times grew longer. The union ultimately folded after an eight-day work stoppage with a new contract that closely aligned with Parker’s last offer before the strike began.

    But this time, Parker appears to be out of options to prevent Council from getting its way because she cannot veto another key piece of legislation to keep the housing initiative in motion that needs to pass before the city can issue the bonds. That measure — a resolution setting the first-year budget for H.O.M.E. that received preliminary approval in a Council committee last week — could see final approval as soon as Thursday.

    In a last-ditch effort to rally public support for her version of how the H.O.M.E. bonds should be spent, Parker on Sunday barnstormed across 10 Philadelphia churches.

    “We’ve got to take care of the people who are most in need, but we can’t penalize the people who are going to work every day, pay their taxes, contribute to the city, and they can’t benefit from home improvement programs,” she said.

    That maneuver did not appear to go over well with lawmakers, who likely did not appreciate the mayor encouraging their constituents to oppose Council’s version of the plan.

    Even before chief of staff Tiffany W. Thurman presented Parker’s amendment at Wednesday’s hearing, lawmakers sounded off, with Gauthier saying the administration was spreading “misinformation” and Councilmember Nicolas O’Rourke calling Parker’s approach “Trumpian.”

    “It was in response to misinformation being spread during that tour,” said Gauthier, who, along with fellow progressive Councilmember Rue Landau, led the charge to lower the income eligibility thresholds included in H.O.M.E.

    Gauthier noted that Council’s version of the bill still increases those thresholds beyond what is offered in existing programs.

    “Obviously, the mayor, all of us, have the right to go and talk to our constituents,” she said, “but we have to be operating from a fact-based perspective, and telling folks that the Council proposal excludes them is not factual.”

    No vote on Parker amendment

    The legislative process for approving the city bond issuance — the centerpiece of Parker’s H.O.M.E. initiative, which she first proposed in March — has been long and tortured.

    Council initially approved the bond authorization in June, but lawmakers at that time inserted a provision requiring the administration to get their approval for annual budget resolutions determining how the proceeds will be spent.

    Johnson delayed a vote on the first H.O.M.E. budget resolution for months before allowing it to be approved last week by the Committee of the Whole. But lawmakers made major changes over the mayor’s objections, including granting themselves the right to set income thresholds for the initiative’s programs.

    It was the first sign that Council was serious about enacting its own ideas even if Parker was not on board and, in Council’s view, would not negotiate. In a twist, lawmakers took their latest stand Wednesday at a time when the mayor’s team came to the table with a significant, albeit last-minute, counteroffer.

    Council’s changes to the eligibility requirements for BSRP and AMP would require 90% of the H.O.M.E. bond proceeds for those programs to be spent on households making 60% of Philadelphia’s area median income, which is about $71,640 for a family of four.

    Thurman on Tuesday proposed a compromise in which only 60% of bond money would be set aside for those households. She told lawmakers that Parker, in part, wants to ensure H.O.M.E. helps city workers, who are required to live in Philadelphia but often struggle to make ends meet on municipal salaries. (Parker pointed to the H.O.M.E. plan during the strike as evidence she backed city workers despite opposing higher wages.)

    Johnson responded that he hopes “one day our city workers are getting paid enough where they don’t have to sign up” for assistance programs.

    “You know as well as I do we agree,” Thurman replied, prompting Johnson to cut her off.

    “I’m not acknowledging you yet,” Johnson said, referring to a Council hearing procedure in which the chair must recognize speakers.

    Parker’s latest offer, which came months into the standoff over H.O.M.E., appears to have been too little, too late.

    Phillips — who voted for the Council budget resolution last week but said he has since changed his mind to support Parker’s vision — wanted to call up the administration’s amendment for a vote, he said in an interview.

    “This week I changed my mind because that’s where my mind really has been,” said Phillips, who represents the Northwest Philadelphia-based 9th District that Parker held when she was on Council. “The 9th District neighbors — they’ve made abundantly clear that our housing policy needs to reflect them. … They’re long-term homeowners, residents who are on fixed incomes, multigenerational families.”

    Under Council rules, only Johnson can call on members to put forward amendments in committee. But instead he blocked it, prompting Jones, Parker’s most vocal ally on Council, to protest.

    “We should do the right thing always, even in spite of its inconvenience and time,” Jones said during Council. “Resolutions and amendments need to be introduced so that they can get the light of day and be heard.”

    Johnson said he pushed through Council’s version because the mayor’s administration did not engage with him about its new proposal ahead of the meeting.

    “Just for the record … I had not officially seen any official amendment prior to this actual hearing,” Johnson said. “The administration just showed up.”

    Despite Wednesday’s vote, the fight over H.O.M.E. may not be over. Councilmember Mike Driscoll, a Parker ally who voted to advance the bond authorization, signaled there may be further changes.

    “I wanted to keep the HOME initiative process moving,” Driscoll said in a statement, “but still hope to influence a reasonable solution which includes program support for row home Philadelphians.”

    Call it a H.O.M.E. repair.

    City Council President Kenyatta Johnson on Thursday introduced legislation that will amend a bill lawmakers approved in June that authorized the city to take out $800 million in debt to fund Mayor Cherelle L. Parker’s Housing Opportunities Made Easy, or H.O.M.E., initiative.

    It’s the latest development in a saga that has seen several procedural squabbles, the most significant public dustup between Johnson and Parker to date, and a monthslong delay in the administration’s plan to issue city bonds to launch the housing initiative.

    The fix was needed because Council earlier this week amended a separate but related piece of legislation — called the H.O.M.E. budget resolution — that sets the first-year spending levels for the housing programs funded or created by the initiative.

    Council’s changes, which Parker largely opposed, were significant enough that the budget resolution no longer aligns with the bond authorization bill Council approved in June, meaning the administration cannot rely on the original legislation as its legal basis for taking out city debt.

    The new bond bill introduced Thursday reflects Council’s changes, which include increasing the first-year H.O.M.E. budget from $194.6 million to $277.2 million and changing eligibility requirements for some programs to make sure the lowest-income Philadelphia households were prioritized.

    “We want to make sure that this is a H.O.M.E. plan that supports everyone, but obviously members of Council had an issue and concern about making sure those most in need are supported throughout this process,” Johnson said.

    The bill now heads to committee, and Johnson said negotiations could lead to further changes. Next week is Council’s final meeting of the year, and Johnson on Thursday ruled out adding an extra session, meaning the bill likely will not pass until January at the earliest.

    Parker originally had hoped to issue the first of two planned $400 million tranches of H.O.M.E. bonds this fall. She said Tuesday that the legislative delays mean they might not go to market until March or later.

    “Working with Council President Johnson and the Members of City Council, we are laser-focused on building, repairing and restoring 30,000 units of housing and making H.O.M.E. a reality for the people of Philadelphia,” Parker said in a statement Thursday.

    ‘That’s my sister’: Johnson says relationship with Parker still strong

    Parker-Johnson pact intact: The Council president on Thursday downplayed his spat with Parker that saw both issue pointed statements Tuesday night blaming the other for delays in issuing the bonds.

    The exchange was notable because the two city leaders, who meet in person weekly, have forged an unusually close working relationship since both took office in January 2024.

    But Johnson said Thursday their relationship remains the same and has always involved disagreements — just not ones that have spilled out into public view.

    “That’s my sister,” Johnson said. “Most of the time, when we do have disagreements, y’all just don’t see it. We meet every week, so you don’t get a chance to see the back-and-forth. But at the end of the day, the mission is to move the city of Philadelphia forward together.”

    Council makes it harder to open convenience stores and pharmacies in Kensington

    No new nuisances: Members passed legislation Thursday that aims to make it significantly harder for convenience stores and pharmacies to open in Kensington and sections of North Philadelphia.

    The bill, authored by Councilmember Quetcy Lozada, forces any new “sundries, pharmaceuticals, and convenience sales” businesses in her 7th District — which covers much of Kensington and parts of North and Northeast Philadelphia — to get approval from the Philadelphia Zoning Board of Adjustment. That process is notoriously long and can be expensive for applicants.

    Lozada has said that the bill is targeted at corner stores and smoke shops, not chain businesses like CVS and 7-Eleven.

    The legislation is part of the body’s broader war on so-called nuisance businesses, which lawmakers say attract crime and disrupt neighborhoods. And it comes in addition to a controversial 11 p.m. business curfew in Lozada’s district that took effect earlier this year.

    It’s one of several legislative remedies lawmakers have undertaken to curb small businesses like smoke shops and convenience stores that have unregulated slot machine-like “skill games,” sell marijuana-like products, and peddle drug paraphernalia without a license to do so.

    Seriously … no nuisances, please: Lozada was not the only lawmaker taking aim at “nuisance” businesses Thursday, when Council approved two bills by Majority Leader Katherine Gilmore Richardson on the same topic.

    One measure makes it easier for the Philadelphia Department of Licenses and Inspections to issue stop-work and cease-operations orders to businesses violating city regulations. The other is aimed at closing loopholes that “let nuisance business owners avoid enforcement by changing their name or ownership, ensuring those with similar ownership or operations remain accountable for past violations,” Gilmore Richardson’s office said.

    The measures, which were both approved 16-0, were aimed at stopping “the spread of dangerous and destructive businesses and the need for further action to address their impact on our communities,” Gilmore Richardson said.

    “While I am encouraged by the steps we are taking today, I am also working on additional legislation to more aggressively crack down on these businesses and the bad actors behind them,” she said.

    Fond farewell: City Councilmember Jimmy Harrity gave an emotional speech in Council lamenting the loss of his friend Paul Staico, who died suddenly Sunday and was the owner of Big Charlie’s Saloon in South Philadelphia.

    Staico stood by Harrity when the future lawmaker was struggling with addiction, Harrity said.

    “Anybody that knew Paul will tell you he really was that guy, that guy who would give you the shirt off his back,” Harrity said. “He’s the only person I truly knew never lost faith in me, even when I was at my lowest 10 years deep in my addiction.”

    Councilmember Curtis Jones Jr. thanked Harrity, who often gives impassioned speeches, for his heartfelt tribute to Staico.

    “I want to shout out Jimmy Harrity for making crying in Council cool,” Jones said. “Nobody does it better, brother.”

    City Council took a rare stand against Mayor Parker by allotting more housing funds to the poorest Philadelphians

    Philadelphia City Council on Tuesday amended the initial budget for Mayor Cherelle L. Parker’s signature housing initiative to direct more money to programs that will help the lowest-income Philadelphians, a move that sparked one of the most notable confrontations between Parker and city lawmakers since she took office almost two years ago.

    The amendment, which followed a weekslong standoff between the executive and legislative branches, represents a rare act of defiance for a Council that has otherwise been largely compliant with Parker’s agenda, and it appeared at first to be a major win for Philly progressives.

    But Parker is not giving up the fight, and she said Tuesday night that the amendment may have had unintended consequences that could hold up much of the housing initiative for months.

    The changes to the legislation, she said, may trigger additional procedural steps that will prevent the city from issuing $400 million in bonds to fund the initiative until March or later. The mayor did not hold back from laying the blame for the delays at Council’s feet.

    “The resolution that City Council passed out of the Committee of the Whole today contained language that our bond lawyers have repeatedly advised would prevent the administration from being able to issue the bonds,” Parker said in a statement. “That means homes are not being restored. It means homes are not being built or repaired.”

    In an unusually blunt statement late Tuesday night, Council President Kenyatta Johnson pushed back against the administration’s analysis of the situation.

    “Council’s responsibility is not to rubber-stamp legislation, but to ensure that any multi-billion-dollar public investment is legally sound and targeted to the Philadelphians who need it most,” Johnson said.

    But he also vowed to have Council quickly introduce new legislation that could ameliorate the procedural problem Parker identified, tacitly conceding that additional legislation was needed hours after lawmakers approved the resolution with no mention of that possibility.

    Johnson said Council would “resolve remaining legal and policy issues swiftly,” and that a new measure to legalize lawmakers’ most recent changes could be introduced this week.

    Council wants “shovels in the ground” and “homes repaired,” he said, but ”refuses to rush into issuing $800 million in debt without iron-clad legal protections and clear guarantees.”

    “Council members repeatedly raised concerns — directly and in good faith — about accountability, neighborhood equity, homeowner protections, and the long-term impact of the H.O.M.E legislation,” he said. “Council’s action today strengthened the H.O.M.E resolution, not sabotaged it.”

    The late-night war of words between Parker and Johnson came hours after a celebratory Council committee meeting in which lawmakers took a victory lap for standing up to the administration.

    After the vote, Councilmember Jamie Gauthier and Councilmember Rue Landau, respectively the chair and vice chair of the Committee on Housing, Neighborhood Development and the Homeless, said the amended resolution means “working and low-income families will finally be able to get the support they need sooner.”

    “With roughly $30 million in federal homelessness funding at risk, it is more important than ever that this multiyear, $800 million investment begins by prioritizing the more than 200,000 Philadelphia households on the brink of losing their homes,” Gauthier and Landau said in a joint statement, referring to a federal policy change proposed by President Donald Trump’s administration that could cost the city millions in funding for anti-homelessness programs.

    Council pushes for policy changes

    Parker, who has long championed the city’s “middle neighborhoods,” structured her sweeping Housing Opportunities Made Easy, or H.O.M.E, initiative to ensure that the myriad programs funded or created by the program would be available to homeowners and renters at a variety of income levels.

    But Johnson — in an unexpected break from his usual alignment with Parker — stood with Gauthier and other progressives who fought to ensure the neediest city residents were prioritized in the budget resolution, which sets the first-year spending allocations for H.O.M.E. The distribution of funding must be approved by Council before the administration can issue the first of two planned $400 million tranches of city bonds that will finance much of the initiative.

    Council’s Committee of the Whole, which includes all members, approved the amendment and advanced the resolution in a pair of unanimous voice votes Tuesday afternoon following hours of testimony.

    The measure would now head to the Council floor for a final passage vote in the next two weeks. Parker’s statement, however, could mean Council has additional work to do before getting the measure over the finish line. Johnson’s office said the vote is still scheduled for Dec. 11.

    “The majority of the members of City Council want to focus on the issues of those who are poor here in the city of Philadelphia when it comes to housing and equality,” Johnson told reporters after the vote.

    It’s unclear whether the vote represents a serious rupture in the tight relationship between Parker and Johnson, who have worked closely together since both took office in January 2024. Council approved the most important pieces of legislation Parker proposed as part of the H.O.M.E initiative earlier this year, and the changes adopted Tuesday do not alter the fundamentals of the program, which Parker hopes will achieve her goal of creating or preserving 30,000 units of housing in her first four-year term.

    “We support the H.O.M.E. plan,” Johnson said. “And I think the mayor did a good job in investing close to $1 billion … in supporting the issue of housing inequality here in the city of Philadelphia. This amendment represents the will of the members. … We want to specifically focus on those who are the most least well-off, those who are poor.”

    But after reading about Parker’s statement in the evening, Johnson’s attitude toward the administration sharpened. His lengthy statement included the most critical language the Council president has directed at the mayor since they were inaugurated.

    Johnson rejected Parker’s claim that the legislative delays could cause the popular Basic Systems Repair Program to temporarily run out of funding, saying that there is plenty of money in the current city budget to cover shortfalls.

    “Threatening residents with a shutdown of the Basic Systems Repair Program and assigning blame does not move this process forward,” he said. “Collaboration and working together does.”

    The amendment increases the first-year budget for spending the bond proceeds from $194.6 million to $277.2 million. The increased price tag, however, does not represent new money in the housing budget; it merely allows the administration to spend more of the $400 million in bond proceeds in the initiative’s first year.

    The changes include increases in funding for housing preservation from $29.6 million to $46.2 million, and housing production from $24.3 million to $29.5 million. Additionally, the amendment boosted funding for homelessness prevention programs from $3.8 million to $8.8 million.

    But perhaps more importantly, Council altered the income eligibility levels for several programs.

    Parker, for instance, had proposed that the H.O.M.E. funding for the Basic Systems Repair Program, which subsidizes critical home improvements to prevent residents from being displaced by the costs of needed repairs, be open to any homeowner who makes Philadelphia’s area median income, or AMI, which is about $119,400 for a family of four.

    Council’s amendment, however, requires 90% of the new funding to go to families making 60% of AMI or less, about $71,640 for a family of four.

    The administration initially planned to issue the first $400 million in bonds this fall, and Parker sent Johnson’s office a first draft of the budget resolution in July. Council then delayed the committee vote on the resolution several times as Johnson negotiated with Parker on potential changes.

    The amendment adopted Tuesday appears to largely mirror Gauthier’s priorities for the spending plan, rather than a negotiated compromise, the first sign that Johnson had moved forward despite not reaching a deal with Parker.

    Bond sales potentially delayed again

    Parker’s plan to sell the initial round of bonds this fall appeared to be on schedule when Council in June approved the most important pieces of legislation associated with the H.O.M.E. initiative, including an $800 million bond authorization.

    But lawmakers at that time inserted a provision into the bond legislation that required the administration to get Council approval of its H.O.M.E. budget each year before it can spend the bond proceeds. For the initiative’s first year, that provision means the city cannot take the bonds to market at all without Council signing off on the budget resolution, city Finance Director Rob Dubow has said.

    The latest potential delay, which could set Parker’s schedule back months more, stems from the amendment approved in committee Tuesday.

    Parker did not elaborate on the procedural issue that could cause the latest delay, but her comments indicated what it may be: Because the resolution, which dictates how the bond proceeds can be spent, now includes significant differences from the bond authorization bill Council approved months ago, the city may not be able to rely on the original bill as its legal basis for taking out debt and selling the bonds.

    To make them align, Council may have to approve a new bond authorization bill, or abandon some of its changes to the spending resolution.

    In his statement Tuesday night, Johnson indicated Council has chosen the former route.

    “City Council is preparing to introduce an amendment to the H.O.M.E bond ordinance as early as this week’s Council session,” he said.

    It’s unclear if the resolution could pass by the end of the year. But Johnson’s reference to the potential of the current city budget’s surplus covering shortfalls in housing programs indicates that might not be possible.

    Council’s last meeting is scheduled for Dec. 11. Lawmakers can vote to suspend Council rules and fast-track legislation as needed.
