    NEW YORK — Pennsylvania’s political class schmoozed their way across Midtown Manhattan this past weekend, bouncing from cocktail parties to swanky receptions organized to woo the elite ahead of a big midterm election year.

    Hundreds of Pennsylvania politicos made their way for the state’s annual weekend of civility, bipartisanship, fundraising, and more than a few hangovers.

    Four Inquirer political writers were among those who traveled to the Pennsylvania Society gathering, chatting with lawmakers and interviewing candidates inside the moody bars and penthouse parties. Here are our takeaways.

    Maybe Shapiro doesn’t need Pa. Society anymore

    Gov. Josh Shapiro this year has hosted fundraisers in New Jersey and Massachusetts for his unannounced reelection campaign.

    But he didn’t need to make the rounds this weekend among Pennsylvania’s political elite as he emerges as a top contender for the 2028 Democratic nomination for president.

    Shapiro traveled to New York City only to deliver his annual speech to the Pennsylvania Society and honor former U.S. Ambassador to Canada, David L. Cohen, who received the society’s top award.

    Instead of handshaking and fundraising like most incumbent governors would, Shapiro has largely avoided Pennsylvania Society mingling during his time as governor. His reelection campaign did not appear to change that.

    Instead, Lt. Gov. Austin Davis hosted a solo fundraiser for their joint reelection ticket.

    “There’s a lot of demands on the governor’s time,” Davis said following a speech at the annual luncheon hosted by the Pennsylvania Manufacturers’ Association.

    The Third Congressional District race was the talk of the town

    Three of the candidates vying to replace retiring U.S. Rep. Dwight Evans in the Third Congressional District had a busy weekend in New York. State Sen. Sharif Street, pediatric surgeon Ala Stanford, and State Rep. Morgan Cephas made the rounds.

    Stanford held a somewhat star-studded fundraiser Thursday evening, hosted, according to a posted listing for the private event, by Hamilton actor Leslie Odom Jr. (who did not attend but lent his name).

    Street, the former state party chair and a longtime attendee at Pennsylvania Society, held two fundraisers in Manhattan, fresh off his endorsement last week by former Gov. Ed Rendell.

    Not spotted: State Rep. Chris Rabb, who is running as an anti-establishment progressive.

    “That’s not really my thing,” he said in a text message.

    The Parker-Johnson relationship was a hot topic

    Philadelphia City Council wrapped up its final meeting of the year the day before the Pennsylvania Society began, and the lawmakers gave the chatterati plenty to talk about in Manhattan, with a dramatic close to the session.

    One major topic of conversation in New York: What did Council’s recent conflict with Mayor Cherelle L. Parker over her housing plan mean for the unusually tight relationship between Council President Kenyatta Johnson and the mayor?

    The consensus: Mom and Dad were fighting, but they’ll probably patch things up.

    “Disagreements between Council and mayor — it happens,” said Larry Ceisler, a Philadelphia-based public affairs executive whose firm hosted a packed party in Midtown on Saturday. “It’s the way the system is set up.”

    But Ceisler said he’s not worried that Parker and Johnson will abandon their goal of emulating then-Mayor Rendell’s close working relationship with Council President John F. Street in the 1990s.

    “The fact is they’re certainly in sync more than they’re not,” Ceisler said.

    Johnson, he said, likely improved his standing with members by holding firm against a last-minute amendment Parker proposed to alter Council’s version of the housing plan’s budget.

    Parker and Johnson both made the trek to Manhattan, along with Councilmembers Rue Landau, Nina Ahmad, Jamie Gauthier, Jeffery “Jay” Young Jr., Kendra Brooks, Katherine Gilmore Richardson, Jim Harrity, Cindy Bass, and Quetcy Lozada.

    The mayor also took the opportunity to engage in a bit of bipartisanship. She has often touted her ability to build relationships across the aisle, despite Philadelphia politics being dominated by Democrats.

    At the PMA luncheon, Parker embraced former Gov. Tom Corbett and gave a warm greeting to Auditor General Tim DeFoor, both Republicans.

    At the same event, Republican U.S. Sen Dave McCormick shouted out Parker multiple times during his prepared remarks. The pair have forged a working relationship despite their partisan differences.

    “We talk about challenges in the city that we’re facing right now, and the hope is that we can count on some folks as allies,” Parker said of meeting with members of the GOP.

    She added: “It’s great to try to maintain those lines of communication.”

    Special interests woo political elite

    Many of the events were hosted by special-interest groups and corporations that have business with the government and are looking to win influence over glasses of Champagne.

    There were the usual suspects and big law firms: Duane Morris always hosts a marquee late-night event on Friday in the sprawling Rainbow Room atop Rockefeller Center. Other firms including Cozen O’Connor, Ballard Spahr, and Saul Ewing also hosted cocktail parties.

    One notable newcomer to the party scene was Pace-O-Matic, the Georgia-based operator of “skill games” at the center of negotiations over regulation and taxing of the machines.

    The company, which has spent millions on political contributions and lobbying, threw a cocktail reception Thursday night at an Italian restaurant attended by a sizable contingent of state lawmakers.

    Legislators have yet to agree on how to regulate and tax skill games, which remain entirely unregulated and untaxed.

    But solutions seemed possible at the Pace-O-Matic party, as Central Pennsylvania Republicans and Philadelphia Democrats milled about the bar in an unlikely alliance.

    Another bipartisan event — this one in a sunny room atop the vintage Kimberly Hotel — was hosted by Independence Blue Cross and AmeriHealth Caritas, insurance companies that have Medicaid contracts with the state.

    Lawmakers often credit the weekend of partying in New York as a time for civil conversations in a neutral territory that ultimately benefit a philanthropic cause at the Pennsylvania Society’s annual dinner.

    But Rabbi Michael Pollack, who leads the government accountability group March on Harrisburg, said the civility seems to come only when special interests are footing the bill.

    “It’s absolutely embarrassing that our legislators can only interact with each other when a lobbyist sets up a playdate for them,” he said.

    A Christmas budget ballad by DJ Ward

    Senate President Pro Tempore Kim Ward debuted a hidden musical talent on stage at the annual bipartisan Pennsylvania Chamber of Business and Industry breakfast: She can write a Harrisburg holiday hit.

    “I did live in Nashville for six years and no one discovered me,” she joked, before launching into a three-minute budget balladto the tune of “Deck the Halls.”

    Ward (R., Westmoreland) debuted her song after an ugly budget battle that lasted 135 days and ended just last month. Punctuated by fa-la-las, she called out each of the top leaders who were in the closed-door budget talks.

    Ward is among Shapiro’s top critics. The two had hardly spoken since 2023 until Ward joined in-person budget negotiations at the end of October.

    During those negotiations, Ward has said Shapiro gave her a special heart-shaped cookie to break the ice. And it appears that she’s not yet letting that go, dedicating a moment in her song to the encounter:

    Why are you saying that you didn’t do it?

    Ward’s jingle wasn’t the first time a Pennsylvania Republican leader leaned on the power of song during the bitter budget battle.

    At the peak of the clash over transit funding in August, Senate Majority Leader Joe Pittman quoted heavily from the lyrics of John Mellencamp’s “Small Town” in recalling his upbringing in rural Western Pennsylvania.

    Shapiro will propose a new budget in February, restarting the budget negotiation process. Ward urged the group of leaders to take a break from fighting during the holiday season.

    Why hasn’t Trump sent troops to Philly, the city where ‘bad things happen’? Everyone has a theory.

    In the last six months, President Donald Trump has sent troops, immigration agents, or both to Democratic cities from coast to coast. The list includes Los Angeles, Chicago, Washington, Memphis, Portland, Ore., Charlotte, N.C., New Orleans, and Minneapolis.

    But not Philadelphia.

    The city that seemed an obvious early target, condemned by Trump as the place where “bad things happen,” has somehow escaped his wrath. At least so far.

    That has sparked speculation from City Hall to Washington over why the president would ignore the staunchly Democratic city with which he has famously feuded. Here we offer some insight into whether that’s likely to change.

    Why has Philadelphia been spared when smaller, less prominent cities have not?

    Nobody knows. Or at least nobody knows for sure. But lots of people in government and immigration circles have ideas.

    There’s the weather theory, that it’s hard for immigration agents who depend on cars to make arrests in cities that get winter snow and ice. Except, of course, the administration just launched Immigration and Customs Enforcement operations in Minneapolis, which gets 54 inches of snow a year.

    Then there’s the swing-state theory, that Trump is staying out of Philadelphia because Pennsylvania ranks among the handful of states that can tip presidential elections. But that doesn’t explain Trump’s surge into North Carolina, where he sent immigration forces last month.

    While the Tar Heel State voted for Trump three times, elections there can be decided by fewer than 3 percentage points.

    U.S. Rep. Brendan Boyle, a Democrat whose North and Northeast Philadelphia district includes many immigrants, suggested a blue-state theory, that Trump has mostly targeted cities in states that voted for Vice President Kamala Harris in the 2024 presidential election. But Boyle acknowledged that North Carolina and Tennessee are exceptions.

    “It could just be that they’re working their way down the list,” Boyle said.

    Has Mayor Cherelle L. Parker had a hand in keeping troops out of Philadelphia?

    It depends on whom you talk to.

    For months she has passed up opportunities to publicly criticize the president, turning aside questions about his intentions by saying she is focused on the needs of Philadelphia. Some believe her more passive approach has kept the city out of the White House crosshairs.

    People close to the mayor point out that big-city mayors who land on the president’s bad side have faced big consequences. For instance, in Los Angeles, Mayor Karen Bass frequently clashed with Trump ― and faced a National Guard deployment.

    Some point out that Parker has good relationships with Republicans who are friendly with the president, including U.S. Sen. Dave McCormick of Pennsylvania, who has praised the mayor on multiple occasions.

    On the other hand, some in the city’s political class ― especially those already skeptical of Parker ― say the suggestion that she has shielded the city gives her too much credit.

    One strategist posited that the lack of overt federal action has more to do with Trump’s trying to protect a razor-thin Republican majority in the House, and that targeting Philadelphia could anger voters in the Bucks County and Lehigh Valley districts where Republicans hold seats.

    What does Trump say about his plans for Philadelphia?

    Not much. Or at least nothing specific.

    During a raucous campaign-style rally Tuesday night in Northeast Pennsylvania, Trump made no mention of his intentions ― even as he railed against immigration and accused Democrats of making the state a “dumping ground” for immigrants.

    Trump suggested there should be a “permanent pause” on immigration from “hellholes like Afghanistan, Haiti, Somalia and many other countries,” declared Washington the safest it has been in decades, and praised ICE as “incredible.”

    He also reminisced about hosting the Philadelphia Eagles at the White House earlier this year, after their Super Bowl win, hailing head coach Nick Sirianni as a “real leader” and marveling at running back Saquon Barkley’s muscles.

    “I love Philadelphia,” Trump declared. “It’s gotten a little rougher, but we will take it.”

    That was a marked change from a decade ago, when Trump called Jim Kenney a “terrible” mayor, and Kenney called him a “nincompoop.”

    Kenney fought Trump in court and won in 2018, when a U.S. District Court judge ruled that the president could not end federal grants based on how the city treats immigrants. After the ruling, the Irish mayor was captured on video dancing a jig and calling out “Sanctuary City!”

    More recently, in May, Philadelphia landed on Trump’s list of more than 500 sanctuary jurisdictions that he planned to target for funding cuts. That was no surprise. Nor was it surprising that in August, when the administration zapped hundreds of places off that list, Philadelphia was among the 18 cities that remained.

    “I don’t know why they’re not here yet,” said Peter Pedemonti, codirector of New Sanctuary Movement of Philadelphia. But the larger point is that “ICE is in neighborhoods every day, they are taking away people every day,” and he urged those who support immigrants to prepare.

    “Now is the time to get involved with organizations that are organizing around this,” Pedemonti said. “There are neighbors who need us.”

    Has Gov. Josh Shapiro helped dissuade federal action in Philadelphia?

    It’s hard to say. Shapiro has challenged Trump in court multiple times, including when he was the state attorney general during Trump’s first term.

    As governor, Shapiro sued the administration over its move to freeze billions in federal funds for public health programs, infrastructure projects, and farm and food bank contracts. He also joined a multistate suit challenging an executive order that restricted gender-affirming care for minors.

    On immigration, however, Shapiro has been careful not to directly engage in the sanctuary city debate, saying his job is to provide opportunity for all Pennsylvanians. But he has been critical of Trump’s enforcement tactics, calling them fear-inducing and detrimental to the state’s economy and safety.

    Still, Trump has not lashed out at Shapiro, a popular swing-state governor. At his rally in Mount Pocono last week, in which he criticized several Democrats, Trump didn’t mention Shapiro ― or the Republican in attendance who is running against the governor in 2026, Stacy Garrity.

    Why is the president sending troops to American cities in the first place? Isn’t that unusual?

    Highly unusual ― and fought in court by the leaders of many of the cities that have been targeted. On Wednesday, a federal judge blocked Trump’s deployment of troops to Los Angeles, saying it was “profoundly un-American” to suggest that peaceful protesters “constitute a risk justifying the federalization of military forces.”

    Trump says the National Guard is needed to end violence, to help support deportations, and to fight crime in Democratic-run cities. Last week he declared that Democrats were “destroying” Charlotte, after a Honduran man who had twice been deported allegedly stabbed a person on a commuter train.

    Two members of the West Virginia National Guard were hospitalized in critical condition ― one subsequently died ― after being shot by a gunman in Washington the day before Thanksgiving.

    That the attack was allegedly carried out by an Afghan man who had been granted asylum helped spark a wave of immigration policy changes, all in the name of greater security. For some immigrants who are attempting to legally stay in the country, that has resulted in the cancellation of citizenship ceremonies and the freezing of asylum processes.

    So what happens next?

    It’s hard to say. Immigration enforcement will surely continue to toughen.

    More immigrants are being arrested when they show up for what they expect to be routine immigration appointments, suddenly finding themselves handcuffed and whisked into detention. In Philadelphia this year, more than 90 immigrants have been trailed from the Criminal Justice Center by ICE agents and then arrested on the sidewalks outside, according to advocates who are pushing the sheriff to ban the agency from the courthouse.

    But it’s difficult to predict when or whether troops might land on Market Street.

    “I’ve heard so many different theories,” said Jay Bergen, the pastor at Germantown Mennonite Church, who has helped lead demonstrations against courthouse arrests. “It’s probably all of them ― a little bit of the way Shapiro has positioned himself, the way the mayor has positioned herself, a little bit the electoral map of Pennsylvania, a little bit, more than a little bit, Trump’s own personality.”

    That Philadelphia has been ignored to date doesn’t mean it won’t be in Trump’s sights tomorrow, Bergen said.

    “This administration thrives on being unpredictable, and on sowing as much exhaustion and pain as possible,” Bergen said. “We don’t do ourselves a favor by getting panicked in advance, but we also need to be ready.”

    Lincoln University is facing pressure from its Chester County neighbors after homecoming shooting

    After Lincoln University’s homecoming in October ended with seven people shot, including one killed, the rural Chester County township where the school is located plans to pass new regulations on large events.

    Several officials in Lower Oxford Township said there have been ongoing problems with parking, trash on neighbors’ lawns, disturbances and, in some cases, crime when the 1,650-student university hosts events. After the Oct. 25 shooting, when thousands of people gathered for homecoming, emergency personnel had to use all-terrain vehicles to transport patients on stretchers because ambulances could not access the campus, given how many cars were parked around the venue, they said.

    “We have had meetings with people at Lincoln,” said township supervisor Noel Roy, who oversees emergency management. “They’ve been somewhat reluctant to do what needs to be done to try and control the situation.”

    Lincoln University has declined to answer specific questions from The Inquirer, but President Brenda Allen at a board of trustees meeting last month acknowledged that changes were needed, especially around the school’s large events, and that the school has to do a better job of collaborating with the township.

    “Our top priority remains the safety of our students, faculty, staff, alumni, and community,” the school said in a statement to The Inquirer Thursday. “The university continues to refine our safety measures and protocols.”

    At a township supervisors meeting this week, university officials pledged to work with the township.

    “We want to come together because we are a part of this community as well,” said Venus Boston, Lincoln’s general counsel.

    Yeda Arscott, Lincoln’s associate vice president of facilities and program management, told supervisors the university is considering several steps to improve safety, including ending all outside events at dusk, eliminating open invitations, requiring guest registration, and canceling large events such as Spring Fling. The school also is looking at parking and safety protocols, she said.

    “This shows real commitment,” said Arscott, who lives five minutes from Lincoln, “but real safety requires joint planning between the township, Lincoln, other major businesses, our neighbors, and emergency services.”

    Township and Lincoln officials said they plan to meet privately to discuss solutions.

    “Our goal is to work with Lincoln to make this better,” said Kevin R. Martin, chairman of the board of supervisors. “We need to think this through, but we also have a sense of urgency because it does affect our community.”

    Chester County Commissioner Josh Maxwell said county officials and the university also will meet in January to discuss best practices for emergency services and student and community safety.

    “It’s important that the kids feel safe,” said Maxwell, who also is an adjunct professor at Lincoln. “No one wants this to ever happen again.”

    The shooting remains under investigation. Jujuan Jeffers, 20, of Wilmington, was killed, and six others, ages 20 to 25, including a student, were also shot. Zecqueous Morgan-Thompson, 21, of Wilmington, was charged with possessing a concealed firearm without a license. Neither Jeffers nor Morgan-Thompson have any known connection to Lincoln.

    Arscott also urged township leaders to “broaden the conversation beyond event permits” and look to address the problem of gun violence.

    “We were a victim, too,” Boston said.

    Tensions with neighbors

    The proposed township ordinance would require those seeking to hold special events to apply for a permit 30 days in advance and outline how they will control the number of guests, traffic, alcohol, and security, said township solicitor Winifred Moran-Sebastian. The township could approve or reject applications.

    Township supervisors last spring passed a parking ordinance to cope with access problems created during past large events at Lincoln, but parking at homecoming still led to issues for emergency responders.

    Several residents who attended this week’s meeting were skeptical of Lincoln’s intent to make improvements and called for larger fines than the $1,000 proposed in the ordinance.

    Vanessa Ross lives about a half a mile from campus and said she was afraid for her family the night of the homecoming shooting. She spoke at the Lower Oxford Township supervisors meeting.

    “I feel my life is in jeopardy with how things are being currently managed,” said Lincoln neighbor Celestine Getty, fearing what could happen if vehicles were unable to get to her house in the event of an emergency.

    Vanessa Ross, who has lived about a half mile from Lincoln for 14 years, said crime and disruption have happened at large Lincoln events for half those years.

    “There is no excuse whatsoever why the college cannot increase their police force and install the metal detectors that are necessary,” she said. “I can’t even go see Barry Manilow in Philadelphia without going through a metal detector.”

    Founded in 1854, Lincoln is known as the first degree-granting historically Black university in the nation. Its 429 acres are nestled in a township of farm fields with a little over 5,000 residents, the majority of them white. Racial tensions have come into play over the years, with township residents saying they have been unfairly accused of racism for raising safety issues.

    Allen, the Lincoln president, has not pointed to racism as a factor in the conversations about safety, said Boston, the university’s solicitor.

    A storied institution with recent safety issues

    Lincoln has a storied history. The first presidents of both Nigeria and Ghana are Lincoln graduates, as are Philadelphia Mayor Cherelle L. Parker, former U.S. Supreme Court Justice Thurgood Marshall, and poet Langston Hughes.

    The school has received $45 million in gifts from philanthropist MacKenzie Scott, ex-wife of Jeff Bezos. And Allen, who in 2020 had survived an internal battle to oust her and had her contract extended to 2030, was named a top historically Black college leader by a national nonprofit in 2021.

    But over the last decade, the university has struggled with safety issues.

    In spring 2023, two women were shot and injured on Lincoln’s campus during its annual Spring Fling event. In 2022, a student was fatally stabbed during a fight inside a dorm by the sister of a student. During an on-campus dance in 2018, 15 students were taken to the hospital following a brawl in which a security officer was assaulted. In 2016, there was a robbery and shooting on Lincoln’s campus following homecoming. And in 2015, Lincoln tightened security after shots were fired in a dorm.

    Some residents said it’s time for the township to put in additional controls.

    “We can no longer wait and see or hope the university will simply do the right thing,” said Andrew Cope, who lived near Lincoln for nearly two decades and still owns property there. “The pattern is too long, the consequences too severe, and the community’s trust too damaged.”

    Carmina Taylor, who led Lincoln’s parent association from 2013 to 2016, said she has had longstanding safety concerns.

    When a student was killed in the dorm in 2022, Taylor told The Inquirer she had previously sounded the alarm: “I had said, ‘If Lincoln doesn’t do something, we’re going to have a death on campus.’”

    The university’s response to the homecoming shooting, said Taylor, who got a master’s degree from Lincoln in 2011 and whose son graduated from Lincoln in 2016, is “beyond fluff.”

    “Until someone does something from the outside to bind them,” she said, nothing will change.

    Security expert Brian Higgins said measures, including controlled entrances and screening of guests with hand-held wands, metal detectors or bag checks, are typically used for large crowd events. He acknowledged that imposing strict guest screening may not create the welcoming, upbeat environment characteristic of college homecomings.

    “But in light of what happened, it’s very prudent to do so,” said Higgins, president of Group 77, a public safety and security consulting firm, based in the New York metro area.

    Higgins, whose company has colleges among its clients, said drones increasingly are being used as part of safety monitoring at large events. Traffic control measures and the setting of crowd size limits are other issues the school should consider, he said.

    Anthony Floyd, a former police chief at Lincoln and a Philadelphia city police officer for about 20 years, said the university’s police chief and president should attend every township meeting and work more closely with the township on addressing safety issues.

    Anthony Floyd Jr., who was police chief at Lincoln in 2013 and also had been a Philadelphia city cop, told the supervisors at the meeting that better coordination is needed between the community and the university. The school’s police chief and president should attend the supervisor meetings every month, give updates on safety and security, and be held accountable, he said.

    Lincoln says it’s working on changes

    Last month at a Lincoln board of trustees meeting, Allen, the president, said the campus had been focused on restoring a sense of safety for students and making sure they and staff had counseling support. Allen, a 1981 Lincoln graduate who has led the school since 2017, said the university was examining “safety protocols, parking, traffic, registration for guests,” and the process for inviting guests as part of its review process.

    Allen said the university is seeking feedback from the student government association and faculty and staff.

    Roy, one of the township supervisors, said parking restrictions put into place earlier this year were not heeded, and the township had to tow 60 cars the night of the homecoming shooting.

    “Every time they towed a car, another car would pull into that space,” he said.

    An event that would draw 10,000 people to a township with half that population and no police force is concerning, said Moran-Sebastian, the township solicitor. Lower Oxford relies on Pennsylvania State Police for law enforcement. For the homecoming event, the university requested state police, but only got two, Arscott, the facilities’ head, said.

    Township officials have been frustrated with the responses from Lincoln in the past. When a meeting was held in November 2024 to discuss parking-related problems during the previous Spring Fling event, Allen said she didn’t need the township’s help, said Deborah Kinney, township secretary/treasurer and codes enforcement officer. Kinney said she had suggested an event process that would have included a plan for parking.

    “So we decided we needed to be proactive on our end, not just for our residents but for their students,” Kinney said. “It’s not the students. It’s the outside influences that are coming in to these events.”

    She also said that in 2024, Lincoln accounted for 183, or 26%, of the township’s emergency calls.

    Winfred Moran-Sebastian, Lower Oxford Township solicitor, outlines the proposed ordinance to regulate large events in the township. The ordinance is still under draft.

    Veronica Carr, a 2016 Lincoln alumna, said she had been concerned about safety when she was a student, and conditions seem to have gotten worse. She did not attend homecoming.

    Carr, who works for an African American heritage consulting firm and lives in North Carolina, said she is concerned that two people have been killed on the campus in less than four years.

    “Obviously, something is lacking,” she said.

    Philadelphians without retirement savings plans through their employers could soon have access to a plan through the city after lawmakers approved legislation Thursday to enable the novel program to move forward.

    City Council members unanimously passed legislation that creates PhillySaves, which is modeled on state-facilitated “auto-IRA” programs that allow people to invest through payroll deductions at no cost to their employers.

    Voters would have to approve the creation of an investment management board through a ballot question, which is slated to appear in the May primary election.

    The measure was part of a flurry of legislation Council considered during a marathon meeting Thursday, its last session of the year before legislators reconvene in mid-January. Lawmakers passed dozens of pieces of legislation touching on issues including housing, public health, small-business growth, and public safety.

    City Council on Thursday approved a key piece of legislation related to Mayor Cherelle L. Parker’s Housing Opportunities Made Easy, or H.O.M.E., initiative, the latest step in the drawn-out fight over how the city should spend the proceeds from the $800 million in city bonds the administration plans to sell to support the program.

    The legislation — a resolution setting the first-year budget for the initiative at about $270 million — sparked a contentious showdown between lawmakers and the administration over income eligibility levels for the housing programs funded or created by H.O.M.E.

    The resolution was approved in a voice vote, with Councilmember Curtis Jones Jr. casting the lone no vote.

    Over Parker’s objections, Council successfully pushed to lower income eligibility thresholds, prioritizing poorer residents. For instance, lawmakers ensured that 90% of the bond proceeds that will be spent on the Basic Systems Repair Program will go to households making 60% of area median income, which is about $71,640 for a family of four.

    “This budget opens city housing programs to ensure that more than 200,000 low-income and working-family households have a chance to get into a program that provides housing stability and economic mobility and increases,” said Councilmember Rue Landau, who helped lead the push to lower the income thresholds. “This is a transformational investment, a win-win.”

    A separate but related piece of legislation — an ordinance authorizing the city to sell the bonds — also needs to pass before the administration can take on debt for the initiative. That proposal, which won committee approval Wednesday, is expected to come to the Council floor in January.

    In a statement Thursday, Tiffany W. Thurman, Parker’s chief of staff, thanked Council for its vote.

    “We look forward to continuing conversations with Council President Kenyatta Johnson and members of City Council in the weeks ahead, and to fulfilling Mayor Parker’s strong vision to save Philadelphia’s rowhomes,” she said.

    Council waters down a bill on training for security officers

    Council approved a bill requiring private security guards in Philadelphia to go through 12 hours of training when they are hired and an additional eight hours of training every subsequent year.

    But the final version of the bill, authored by Councilmember Isaiah Thomas, has been significantly watered down by amendments following a legislative showdown between the Service Employees International Union Local 32BJ, which championed the original version, and real estate and private security industry leaders, which said it was overly onerous and costly.

    Thomas’ original bill required security guards to receive 40 hours of training upon hiring, and it prohibited employers from conducting the training for their own workers. Instead, the instruction had to be provided by a nonprofit — potentially including a labor union. SEIU 32BJ, one of the most influential unions in the city, represents building services workers, including security guards.

    The amended version, however, allows employers to conduct the training after getting approval for their program from the Philadelphia Office of Worker Protections — a major relief for business leaders.

    The new version, which now heads to Parker’s desk, also exempts security guards for bars and restaurants from the training requirements, and pushes back the bill’s effective date from Jan. 1 to March 1.

    An inquiry into DEI contracting changes is coming next year

    City Council next year will examine Parker’s decision to end its long-standing policy of prioritizing women- and minority-owned businesses in city contracting and replace it with a system favoring “small and local” firms.

    Johnson authored a resolution allowing the Committee of the Whole, which includes all 17 members, to look at the history of minority contracting policies in the city and “the rationale, design, and anticipated effects” of Parker’s new policy. The resolution was approved in a unanimous vote, and a hearing will likely be scheduled in the first half of 2026.

    Race- and gender-conscious government policies have been targeted by conservative legal groups following a 2023 U.S. Supreme Court decision ending affirmative action in college admissions. The Inquirer revealed in November that Parker quietly ended the city’s 40-year-old contracting policy earlier this year due to the likelihood it would be challenged in court.

    The mayor has said her new “small and local” policy will accomplish many of the goals of the old system because many small Philadelphia businesses are owned by Black and brown residents and have faced roadblocks to growth.

    Attorneys hired by the city, however, had recommended a race- and gender-neutral policy of favoring “socially and economically disadvantaged” businesses, according to administration documents obtained by The Inquirer.

    Lawmakers will get the chance to weigh in on that decision next year.

    A controversial zoning change passes for University City

    Council on Thursday also approved Councilmember Jamie Gauthier’s controversial University City zoning overlay, which seeks to regulate how higher education institutions dispose of property.

    The legislation has been diluted from its original form, and it now regulates the sale of property over 5,000 square feet in University City — which would largely affect only universities themselves.

    Gauthier has further amended the legislation to exclude healthcare institutions. Among other things, the bill would require that property owners have building permits in hand before they are allowed to move forward on demolitions.

    A sale of land would also trigger review by the Philadelphia City Planning Commission.

    The legislation is part of Gauthier’s outraged response to St. Joseph’s University’s sale of much of its West Philadelphia campus to the Belmont Neighborhood Educational Alliance, a nonprofit that operates charter schools. The organization is led by Michael Karp, who is also one of the larger student-housing landlords in the area.

    Thomas, a Democrat who represents the city at-large, was the only member to vote against the bill. His vote was a break with the tradition of councilmanic prerogative, in which members generally approve legislation offered by Council members who represent geographic areas when the measure affects only their districts.

    Philly’s Greyhound station gets city’s OK to be resurrected

    City Council passed legislation Thursday to restore the abandoned Greyhound terminal on Filbert Street as Philadelphia’s new intercity bus station in time for an expected flood of tourists in 2026.

    Under the measure, the Philadelphia Parking Authority will operate the station on behalf of the city, collecting fees from bus companies to pay costs.

    A refurbished facility is scheduled to open in May 2026, which would resolve more than two years of chaos after Greyhound ended its lease, forcing the city to allow the bus companies to operate at the curbs of public streets with few amenities and no shelter for riders.

    The saga was embarrassing, and it became more untenable for city leaders with Philadelphia set to host celebrations of the 250th anniversary of the Declaration of Independence, and a round of international FIFA World Cup soccer matches.

    The plan came together over the last few months as at least three city departments collaborated and reached an agreement with the parking authority. Mayor Cherelle L. Parker’s administration sent a bill to Council.

    Councilmember Curtis Jones Jr. said in a Finance Committee hearing last week that he found the speed of “galvanized” departments working together impressive.

    “You can’t put that genie back in the bottle. I know you can cooperate now, and that’s going to be the expectation from now on,” Jones said.

    Greyhound ran the terminal at 10th and Filbert Streets for 35 years but ended its lease in June 2023 as the bus line (and its corporate parent) began shedding real estate and leases in the U.S. to cut costs.

    First, the buses operated along the 600 block of Market Street. Since November 2023 they have loaded and unloaded passengers in the open along Spring Garden Street.

    “This is an opportunity that kind of came from the heavens,” said Mike Carroll, the city’s assistant managing director for transportation.

    PPA has a 10-year lease agreement with the property’s owner, 1001-1025 West Filbert Street LLC, with an option to extend it.

    Bus companies would pay a $40 fee for each stop in the city until the terminal is open, when it would be increased to $65. A smaller number of buses subsidized by the Pennsylvania Department of Transportation under a program to provide rural service would pay $16 a stop.

    Operating the renovated terminal will cost $4.7 million to $4.8 million annually, Carroll said.

    City officials say they plan to keep researching other possible locations for an intercity bus station but note the lease provides stability.

    PPA will provide 24-7 security, 16-hour daily custodial coverage, maintenance staff, and an on-site program manager under terms of an intergovernmental agreement with the city that is part of the legislation.

    It also will be responsible for enforcing rules, such as one that will require buses to bypass the heart of Chinatown.

    Since the parking authority regulates rideshare and taxi services, its enforcement officers will help keep traffic flowing around the station, officials said.

    Councilmember Nina Ahmad pressed city officials to plan for retail tenants and other ways to generate municipal revenue.

    “There’s an element of rush,” Ahmad said during the Dec. 3 hearing. “I understand the urgency, but I hope we don’t overlook things that we should be doing to make it really a transit-oriented development.”

    Restrictions on Kensington outreach services take effect as City Council approves a broader ban

    Philadelphia lawmakers voted Thursday to ban mobile outreach groups that provide medical care and support services to people in addiction across a swath of Kensington, the epicenter of the city’s drug crisis.

    The vote came just days after the city began enforcing controversial new regulations in a different part of the neighborhood, where the same providers may operate only if they have a permit to do so and park in areas designated by the city.

    Taken together, the actions spearheaded by City Council members who represent Kensington and Mayor Cherelle L. Parker’s administration amount to a major shift in how transient people who use drugs obtain medical care and basic needs like food, water, and clothing.

    Many have long relied on mobile outreach services that met them on the street. Those same providers can now park only in designated areas or serve people for limited amounts of time.

    Council members who support the legislation say residents in the neighborhood do not want people in addiction lining up for medical care or support services near their homes.

    Councilmember Mike Driscoll authored the bill banning mobile service providers entirely from his 6th District, which includes parts of the neighborhood that are northeast of the infamous open-air drug market at the intersection of Kensington and Allegheny Avenues.

    Driscoll said his bill, which passed Council 14-3 on Thursday, is not aimed at punishing providers. He said he is open to finding a location in his district where they can operate with the city’s permission.

    “I just don’t want the service providers picking where they want to go at the expense of the kids and the neighbors,” he said.

    But advocates for people who use drugs slammed the bill, and said reducing access to care will not help people in addiction.

    “Restrictions like these will not end the opioid crisis. They will not make anyone in Kensington or District 6 safer,” said Katie Glick, a nurse who treats people in addiction and lives in the neighborhood. “These restrictions will disable and kill people.”

    In Kensington, inconsistent rules for providers

    If Parker — who has never issued a veto — signs Driscoll’s bill, it would result in a patchwork of rules for mobile service providers in Kensington, which is represented by three different Council members.

    The western side of Kensington is in the 7th District, where Councilmember Quetcy Lozada’s legislation that required the permitting system applies. Organizations that do everything from handing out water to providing medical care now face a $1,000 fine for operating without a permit.

    The city began enforcing those new rules on Dec. 1. No citations had been issued as of Wednesday, police said.

    In the southern parts of Kensington that fall in the 1st District, represented by Councilmember Mark Squilla, no legislation applies to mobile providers.

    The inconsistency is the result of councilmanic prerogative, the unwritten rule that gives Council members who represent geographic areas a large amount of sway over what happens in their districts. Lawmakers largely approve legislation offered by a district Council member when it affects only that member’s district.

    Some of Council’s progressive members who represent the city at-large have bucked that practice several times on matters related to Kensington, where Parker and her allies in Council have placed an intense focus on improving quality of life.

    The progressives — who favor an approach to the crisis called harm reduction that aims to keep people alive until they are ready to enter treatment — argue that placing restrictions on mobile service providers will make it harder for them to reach vulnerable people in addiction and ultimately reduce the number of providers on the street.

    “When human beings are trying to provide help,” said Councilmember Nicolas O’Rourke, “the attitude should never be ‘how can we limit them.’”

    O’Rourke and Councilmember Kendra Brooks, both of the Working Families Party, and Democrat Rue Landau voted against Driscoll’s measure.

    But Lozada said implementing new regulations was not about restricting care.

    “We’re hoping that services continue,” she said. “People have just moved to other spaces to find a way to be able to continue to provide the services that people need.”

    And Parker administration officials said the goal is not to reduce the number of providers, but to better coordinate them and ensure safety, especially for people receiving medical services.

    Kensington has been a key issue for the Parker administration and Council members who have pushed for more law enforcement in the neighborhood, where sprawling homelessness, open drug use, and violent crime have been commonplace for years. There have been some signs of progress, including a reduction in the number of people living on the street.

    The city has tried new tactics, including opening its own recovery house and expanding police foot patrols. The local government has also at times operated its own mobile medical services and contracts with organizations that do so.

    So far, the city has issued nine permits to providers who perform mobile medical services and 40 to organizations considered “nonmedical,” like those that distribute food. Some of those organizations also operate in other neighborhoods.

    “We don’t have a problem if there’s five or 500 providers,” said Crystal Yates-Gale, deputy managing director for health and human services. “As long as they’re qualified to provide the care, and as long as we can help coordinate the care.”

    Despite the changes, city says ‘people are still coming’

    Under the new rules, nonmedical providers are prohibited from staying in one place for more than 45 minutes. Medical providers can station on a two-block stretch of Allegheny Avenue at nighttime or at a designated parking lot at 265 E. Lehigh Ave. during the day.

    That lot, which is managed by the city and addiction service provider Merakey, is connected to the city’s Wellness Support Center.

    Inside, people can access first aid, showers, and food, as well as get directed to treatment, legal aid, housing assistance, and other services.

    In the parking lot, two mobile medical service providers run by Merakey and Kensington Hospital are currently stationed, according to Kurt August, executive director of the Philadelphia Office of Public Safety’s Criminal Justice Division. He said officials are looking to expand the number of providers that operate there.

    In late October, Merakey began dispensing methadone out of an RV parked in the lot. The tightly regulated opioid medication is a popular treatment for people experiencing withdrawal because it helps stave off cravings.

    Raymond Bobb, a medical director at Merakey, said he has seen promising results in just a few weeks, including starting people on methadone and getting them stable enough to transition to inpatient drug treatment. Merakey offers to transport people on the street to the RV to enroll them in medication-assisted treatment.

    “We’ve been able to take everything right to the heart of the epidemic and engage people the way you would treat your brother, or your sister, or your family,” said Bobb, who is also in recovery and became emotional when speaking about the program.

    “Our goal,” he added, “is to build people up and motivate them to want treatment for themselves.”

    August said retention has been high, despite the police presence at the support center. The officers, he said, were “handpicked” to be stationed alongside behavioral health professionals.

    “It’s not a secret that police are on site, and people are still coming,” August said.

    Still, other providers have expressed concern that requiring people to travel to the lot adds an additional barrier to care, especially for those who were used to mobile services coming to them.

    Sarah Laurel, who runs the addiction outreach program Savage Sisters and has a nonmedical permit, said she fears that providers who offered medication-assisted treatment on the street will now be less accessible.

    However, she said, some clients greeted the news of service limits with a shrug.

    “The friends we serve are so used to not being heard that when they realize that services are going away, they adjust quickly to not having things,” Laurel said. “They just say, ‘No one cares about us. They hate us anyway.’ That is how people feel seen in this city.”

    Philadelphia lawmakers on Thursday approved two changes to city law that are aimed at boosting business for restaurants and the hospitality sector ahead of an expected influx of tourists visiting the city next year.

    During its final meeting of the year, City Council voted to approve legislation to expand outdoor dining in the city by easing the permitting process in a handful of commercial corridors.

    Legislators also voted to ban so-called reservation scalpers, which are third-party businesses that allow people to secure tables and then resell them without authorization from the restaurant.

    Both measures passed Council unanimously and were championed by advocates for the restaurant industry, who lobbied lawmakers to ease burdens on the tourism and hospitality industry ahead of several large-scale events in the city next year, including celebrations for America’s Semiquincentennial, when Philadelphia is expected to host a flurry of visitors.

    They both now head to the desk of Mayor Cherelle L. Parker, who has never issued a veto.

    The outdoor dining legislation, authored by Councilmember Rue Landau, a Democrat who represents the city at-large, expands the number of so-called by-right zones, where businesses can have sidewalk cafes without having to obtain a special zoning ordinance.

    Currently, by-right areas are only in Center City and a few commercial corridors in other neighborhoods. Restaurants outside those areas must undertake a sometimes lengthy process to get permission to place tables and chairs outside.

    The expanded zones, which were chosen by individual Council members who represent the city’s 10 geographic districts, include corridors in Manayunk and on parts of Washington Avenue, Passyunk Avenue, and Point Breeze Avenue in South Philadelphia.

    The legislation also includes all of the West Philadelphia-based Third District, which is represented by Jamie Gauthier, the only Council member who chose to include her entire district in the expansion.

    Nicholas Ducos, who owns Mural City Cellars in Fishtown, said he has been working for more than a year to get permission to place four picnic tables outside his winery. He said he has had to jump through hoops including working with multiple agencies, spending $1,500 to hire an architect, and even having to provide paperwork to the city on a CD-ROM.

    “There are a lot of difficult things about running a business in Philadelphia,” Ducos said. “This should not be one.”

    Council members also approved the reservation scalping legislation authored by Councilmember Isaiah Thomas, a Democrat who represents the city at-large. He has said the bill is modeled after a similar law in New York and is not aimed at popular apps and websites like OpenTable, Resy, and Tock that partner directly with restaurants.

    Instead, it is a crackdown on websites that don’t work with restaurants, such as AppointmentTrader.com, which provides a platform for people to sell reservations and tickets to events.

    Jonas Frey, the founder of AppointmentTrader.com, previously said the legislation needlessly targets his platform. He said his company put safeguards in place to prevent scalping, including shutting down accounts if more than half of their reservations go unsold.

    But Thomas has cast the website and similar platforms as “predatory” because restaurants can end up saddled with empty tables if the reservations do not resell.

    Zak Pyzik, senior director of public affairs at the Pennsylvania Restaurant and Lodging Association, said the legislation is an important safeguard for restaurants.

    “This bill provides clear, sensible protections that will keep restaurants in the driver’s seat,” he said, “and in control of their business and their technology services.”

    Philly Council votes against Mayor Parker’s vision for her signature housing plan, signaling a win for progressives

    For almost two years, Mayor Cherelle L. Parker has dominated Philadelphia City Hall with an unbending approach to negotiations.

    On Wednesday, City Council signaled those days may be over.

    During a combative hearing on legislation related to Parker’s signature housing initiative, Council President Kenyatta Johnson on Wednesday afternoon refused to allow a vote on an amendment brought by the Parker administration and instead advanced Council’s version of the proposal over the mayor’s objections.

    In a voice vote, Council’s Committee on Fiscal Stability and Intergovernmental Cooperation approved its own changes to the legislation — authorizing the city to take out $800 million in city bonds to fund Parker’s Housing Opportunities Made Easy, or H.O.M.E., initiative — without considering the mayor’s requested tweaks.

    Councilmembers Brian O’Neill, Anthony Phillips, and Curtis Jones Jr. signaled their support for Parker’s vision by voting against the measure, which now heads to the Council floor for a final passage vote or further amendments, either of which could come as soon as January.

    It is unclear how Johnson’s handling of H.O.M.E. will change the tight working relationship Parker and Johnson have maintained since both took office in January 2024. Wednesday’s vote marked their most contentious public disagreement during their tenures. Both officials still agree on many policy goals and have plenty to gain politically from maintaining their alliance.

    The dispute between Parker and Council centers on income eligibility thresholds for two of the housing programs that will be funded by bond proceeds: the Basic Systems Repair Program (BSRP), which provides funding for needed home improvements to eligible owners who might be displaced by costly repairs, and the Adaptive Modification Program (AMP), which funds projects to improve mobility for permanently disabled renters and homeowners.

    Parker had structured the H.O.M.E. initiative with unusually high income cutoffs to make its programs more easily accessible to middle-class households, saying they are often left out of city assistance programs despite being crushed by rising costs.

    “The whole debate over income eligibility limits for BSRP and Adaptive Modifications is to make sure that we leave no working Philadelphian and no qualifying Philly rowhome owner excluded from these vital programs,” Parker said in a statement Wednesday. “If we don’t save Philly rowhomes, we’re going to become a city of used-to-be neighborhoods, blocks that used to be nice but now are showing signs of age and decline. I will not allow that to happen — not on my watch as Mayor of Philadelphia.”

    In a win for progressives, Council instead stuck to its plan of prioritizing lower-income Philadelphians.

    Councilmember Jamie Gauthier, who chairs the Committee on Housing, Neighborhood Development and the Homeless, said Wednesday’s vote sent the message “that Council takes its job seriously as a steward of taxpayer money in the city of Philadelphia, that we are not here to just rubber-stamp in a proposal, that we’re here to work together.”

    Change in fortunes for Parker

    Wednesday’s vote appears to mark the first instance of Parker’s hard-line negotiating tactics failing her since she took office. Even when she could not get negotiating counterparts to bend to her will in the past, Parker has largely prevailed.

    Last year, for instance, Council declined to vote on one of Parker’s school board nominees. But the nominee, incumbent board member Joyce Wilkerson, then pulled out a letter from Parker instructing her to remain on the board until the mayor names a replacement, which she still has not done.

    And in July, when the largest union for city workers went on strike to try to squeeze larger raises out of the administration, Parker stuck to her guns amid increasing pressure to fold as trash piled up across the city and 911 wait times grew longer. The union ultimately folded after an eight-day work stoppage with a new contract that closely aligned with Parker’s last offer before the strike began.

    But this time, Parker appears to be out of options to prevent Council from getting its way because she cannot veto another key piece of legislation to keep the housing initiative in motion that needs to pass before the city can issue the bonds. That measure — a resolution setting the first-year budget for H.O.M.E. that received preliminary approval in a Council committee last week — could see final approval as soon as Thursday.

    In a last-ditch effort to rally public support for her version of how the H.O.M.E. bonds should be spent, Parker on Sunday barnstormed across 10 Philadelphia churches.

    “We’ve got to take care of the people who are most in need, but we can’t penalize the people who are going to work every day, pay their taxes, contribute to the city, and they can’t benefit from home improvement programs,” she said.

    That maneuver did not appear to go over well with lawmakers, who likely did not appreciate the mayor encouraging their constituents to oppose Council’s version of the plan.

    Even before chief of staff Tiffany W. Thurman presented Parker’s amendment at Wednesday’s hearing, lawmakers sounded off, with Gauthier saying the administration was spreading “misinformation” and Councilmember Nicolas O’Rourke calling Parker’s approach “Trumpian.”

    “It was in response to misinformation being spread during that tour,” said Gauthier, who, along with fellow progressive Councilmember Rue Landau, led the charge to lower the income eligibility thresholds included in H.O.M.E.

    Gauthier noted that Council’s version of the bill still increases those thresholds beyond what is offered in existing programs.

    “Obviously, the mayor, all of us, have the right to go and talk to our constituents,” she said, “but we have to be operating from a fact-based perspective, and telling folks that the Council proposal excludes them is not factual.”

    No vote on Parker amendment

    The legislative process for approving the city bond issuance — the centerpiece of Parker’s H.O.M.E. initiative, which she first proposed in March — has been long and tortured.

    Council initially approved the bond authorization in June, but lawmakers at that time inserted a provision requiring the administration to get their approval for annual budget resolutions determining how the proceeds will be spent.

    Johnson delayed a vote on the first H.O.M.E. budget resolution for months before allowing it to be approved last week by the Committee of the Whole. But lawmakers made major changes over the mayor’s objections, including granting themselves the right to set income thresholds for the initiative’s programs.

    It was the first sign that Council was serious about enacting its own ideas even if Parker was not on board and, in Council’s view, would not negotiate. In a twist, lawmakers took their latest stand Wednesday at a time when the mayor’s team came to the table with a significant, albeit last-minute, counteroffer.

    Council’s changes to the eligibility requirements for BSRP and AMP would require 90% of the H.O.M.E. bond proceeds for those programs to be spent on households making 60% of Philadelphia’s area median income, which is about $71,640 for a family of four.

    Thurman on Tuesday proposed a compromise in which only 60% of bond money would be set aside for those households. She told lawmakers that Parker, in part, wants to ensure H.O.M.E. helps city workers, who are required to live in Philadelphia but often struggle to make ends meet on municipal salaries. (Parker pointed to the H.O.M.E. plan during the strike as evidence she backed city workers despite opposing higher wages.)

    Johnson responded that he hopes “one day our city workers are getting paid enough where they don’t have to sign up” for assistance programs.

    “You know as well as I do we agree,” Thurman replied, prompting Johnson to cut her off.

    “I’m not acknowledging you yet,” Johnson said, referring to a Council hearing procedure in which the chair must recognize speakers.

    Parker’s latest offer, which came months into the standoff over H.O.M.E., appears to have been too little, too late.

    Phillips — who voted for the Council budget resolution last week but said he has since changed his mind to support Parker’s vision — wanted to call up the administration’s amendment for a vote, he said in an interview.

    “This week I changed my mind because that’s where my mind really has been,” said Phillips, who represents the Northwest Philadelphia-based 9th District that Parker held when she was on Council. “The 9th District neighbors — they’ve made abundantly clear that our housing policy needs to reflect them. … They’re long-term homeowners, residents who are on fixed incomes, multigenerational families.”

    Under Council rules, only Johnson can call on members to put forward amendments in committee. But instead he blocked it, prompting Jones, Parker’s most vocal ally on Council, to protest.

    “We should do the right thing always, even in spite of its inconvenience and time,” Jones said during Council. “Resolutions and amendments need to be introduced so that they can get the light of day and be heard.”

    Johnson said he pushed through Council’s version because the mayor’s administration did not engage with him about its new proposal ahead of the meeting.

    “Just for the record … I had not officially seen any official amendment prior to this actual hearing,” Johnson said. “The administration just showed up.”

    Despite Wednesday’s vote, the fight over H.O.M.E. may not be over. Councilmember Mike Driscoll, a Parker ally who voted to advance the bond authorization, signaled there may be further changes.

    “I wanted to keep the HOME initiative process moving,” Driscoll said in a statement, “but still hope to influence a reasonable solution which includes program support for row home Philadelphians.”

    A Philly judge’s ruling in a charter case has called into question Joyce Wilkerson’s seat on the school board

    A judge said this week that arguments questioning the legality of Joyce Wilkerson’s seat on the Philadelphia school board had merit, and directed the board to halt nonrenewal proceedings for two charter schools.

    Philadelphia Common Pleas Court Judge Christopher R. Hall granted a preliminary injunction to People for People Charter School and KIPP North Philadelphia Academy on Monday, saying that a lawsuit against the school board can continue because lawyers had presented sufficient evidence.

    The charters claim that board member Wilkerson — who is perceived to be anti-charter schools — tainted the votes against them this year and should not be on the board.

    City Council declined to approve Wilkerson last year as a school board member, but Mayor Cherelle L. Parker asked her to serve until she named a replacement.

    More than a year later, no replacement for Wilkerson has been named, and she continues to serve. She was, in fact, recently named the country’s top urban educator by the Council for Great City Schools.

    People for People’s initial lawsuit complaint, filed in September, said that Wilkerson is an “illegally and unlawfully seated member of the BOE” and that her participation in the nonrenewal deliberations tainted and ultimately invalidated them.

    The city and the board have said that the city’s Home Rule Charter allows Wilkerson to continue to serve — without Council approval — until a replacement is named.

    Reginald Streater, the school board president, said the ruling overshadows the underlying issues.

    “The board’s decision to begin the process of nonrenewal was on the merits of each board member’s independent assessment of the schools’ outcomes,” Streater said in a statement. Board members’ concerns were aired publicly over months.

    Any delay slows the board’s ability to give the schools full hearings, with testimony and the ability to present evidence, he said.

    “Our schools, families, and children deserve resolution,” Streater said. “We remain committed to transparency and to continuing this work in the best interest of the community.”

    What’s the court case?

    People for People filed a lawsuit in Common Pleas Court asking the court to oust Wilkerson. KIPP North Philadelphia later joined the case; both were nonrenewed in August over sustained poor academics.

    (Nonrenewal does not equal closure, though it is the first step on that path. It triggers an extensive nonrenewal hearing, after which an officer makes a recommendation; then the board votes again on whether to non-renew the school.)

    Lawyers for the charters argued that Wilkerson essentially poisoned the votes, and the judge wrote in his order that there was enough evidence to move forward with the injunction.

    “This leaves the question whether Ms. Wilkerson’s participation in the pertinent BOE meetings without color of right tainted its vote [on the charter nonrenewals]. Plaintiffs have shown it likely did,” Hall wrote.

    Hall’s order means that nonrenewal hearings cannot proceed, but the board had not yet scheduled them.

    What was Wilkerson’s role on the People for People and KIPP votes?

    Wilkerson, Hall noted in his order, “was the first to press” to issue a nonrenewal notice to the schools at a June board meeting, and in August called for a vote on the nonrenewal notice.

    The KIPP North Philadelphia nonrenewal vote passed unanimously; board member Whitney Jones was the only vote against the People for People non-renewal.

    But Wilkerson, a former school board president and School Reform Commission chair, was not the only board member with concerns about the two charter schools.

    Board member Cheryl Harper said People for People is “failing our children. How long do we allow them to keep failing our children? I have an issue with these schools not being able to succeed for our children.”

    Board vice president Sarah-Ashley Andrews cited issues with KIPP North Philadelphia’s “failure to deliver for our students,” specifically calling out its academics and suspension rates.

    Streater, the board president, called KIPP’s performance “unacceptable.”

    What’s next?

    The court case will now proceed, and is likely to drag on for months.

    But Hall’s legal ruling on Wilkerson’s school board seat could mean open season for other parties that are unhappy with decisions the board has made and are willing to challenge those rulings legally.

    As to whether Wilkerson will remain on the board, Parker has staunchly stood by her in the past.

    When the People for People suit was first filed, a member of her administration said she stood by Wilkerson as “an official member of the Philadelphia Board of Education” who “has the full support of Mayor Cherelle L. Parker.”

    What was the reaction?

    Mark Seiberling, a lawyer for People for People, said the ruling was an important one.

    “We are pleased with Judge Hall’s thoughtful and well-reasoned decision following a lengthy hearing at which multiple witnesses from the School District of Philadelphia were called to testify,” Seiberling said in a statement. “We look forward to Ms. Wilkerson’s replacement being nominated and confirmed in accordance with Philadelphia’s Home Rule Charter.”

    City officials had no immediate comment.

    A former top-ranking deputy with the Philadelphia Fire Department has been demoted amid two ongoing investigations into sexual harassment and overtime abuse, The Inquirer has learned.

    Former Deputy Commissioner for Operations Anthony Hudgins — who had been the second-highest ranking official in the 2,800-member department — was recently downgraded to deputy fire chief and reassigned to the Incident Safety Office, according to spokespeople with the city and fire department. The demotion cut his annual salary by nearly 25%, from $202,550 to $155,106, payroll records show.

    Hudgins was the subject of an array of sexual harassment allegations, which led the city to hire an outside law firm to investigate the claims and interview department personnel. In a May interview with The Inquirer, Hudgins called the probe baseless and claimed he was targeted with false allegations after uncovering rampant overtime fraud. He acknowledged that as fewer than 10 employees had lodged complaints against him. The city inked a $35,000 contract with the law firm Campbell Durrant to investigate the allegations.

    Hudgins, a 31-year department veteran, did not immediately respond to a request for comment. After publication, Hudgins’ attorney, Amanda N. Martinez, sent a statement saying that Hudgins “remains committed to assisting the City with any legitimate investigation into the overtime fraud that he brought to light.”

    She added that Hudgins is “reviewing the details surrounding the City’s actions and all defamatory statements made against him by individuals” and will “pursue all available legal remedies under the law necessary to protect Mr. Hudgins’ reputation and employment rights.”

    The fire department has for decades faced allegations of pervasive sexual misconduct, and yet the Hudgins probe is significant in that it targeted a top-ranking department official. Although they acknowledged that Hudgins had been demoted, spokespeople for the city and fire department declined to confirm whether any of the allegations against him had been substantiated, citing the city’s policy to not discuss personnel issues.

    Fire department leadership did not elaborate on the results of the investigation. A request for comment from Mayor Cherelle L. Parker resulted in a prepared statement from City Solicitor Renee Garcia, who said the city “takes any allegations of sexual harassment or fraud, including overtime fraud, very seriously.”

    “We investigate any such allegations thoroughly and, if misconduct is found, we will take appropriate action to implement any warranted discipline expeditiously,” Garcia said.

    The city has also declined to reveal whether any fire department employees have faced discipline as a result of the related investigation into alleged overtime abuse. Inspector General Alexander DeSantis — who as far back as January launched a probe into the overtime fraud claims — said his office’s investigation is “still ongoing and may be for some time.” He described the probe as “active” but declined to elaborate.

    City officials have declined to release public records that would shed light on some of the fire department’s top overtime earners — and are taking The Inquirer to court in an effort to keep those records hidden.

    In an affidavit submitted to the Office of Open Records, the agency that enforces state open-records laws, DeSantis argued that releasing the records to The Inquirer would jeopardize his office’s investigation and that it could not release the files “without identifying or implying who may be directly involved in this investigation.” Records related to noncriminal investigations are exempt from release under Pennsylvania’s Right-to-Know Law.

    The Office of Open Records ruled in May that The Inquirer is entitled to receive the records, which cannot be withheld simply because the OIG opened an investigation.

    The city again declined to release the overtime sheets and instead appealed the OOR ruling to the Court of Common Pleas. In a 21-page brief filed in that case, attorneys for the city urged the court to vacate the OOR’s ruling on the grounds that releasing the records would raise questions about “the efficacy of investigations, witness confidentiality, and harm to reputation.”

    The OIG probe has yet to publicly reveal any findings. DeSantis offered no timeline for its conclusion, and the results may not be made public even after the investigation ends.

    The OIG’s stated mission is to “keep City government free from fraud, corruption, and misconduct,” but the office rarely releases specifics related to the outcome of its fraud investigations. Instead, it publishes an annual report summarizing the office’s work from the previous year.

    The OIG has yet to release that report for 2024.
